It closely binds Hồ Chí Minh’s thought, ethics, methodology, and style with the responsibility of setting an example, leadership culture, civil service ethics, scientific working methods, innovative spirit, and task execution effectiveness.

Directive 07 establishes the requirement to take work quality, operational efficiency, and public satisfaction as primary benchmarks for measuring outcomes in studying and following Uncle Hồ. In Quảng Lâm commune, immediately following the issuance of Directive 07, the Standing Board of the Commune Party Committee proactively studied and analyzed the core contents of the document.

Lò Văn Chiên, Secretary of the Party Committee of Quảng Lâm commune, noted that the distinctive highlight of Directive 07 is the addition of “practice” and “methodology,” establishing more concrete requirements for every cadre and Party member. Following Uncle Hồ does not stop at cognitive awareness, but must be demonstrated through responsibility at work, an exemplary attitude, dedication to serving the people, and tangible performance outcomes.

For the grassroots administration, this requirement first manifests in daily organization, governance, and dispute resolution. Nguyễn Văn Dũng, Chairman of the People’s Committee of Quảng Lâm commune, stated: “For the Commune People’s Committee, studying and following Uncle Hồ must be reflected in daily work quality. Every decision and administrative act must stay close to practical realities, promptly resolve emerging issues, and aim toward serving the people ever better.”

Coupled with requirements to elevate civil service quality, the civil servant team at the Public Administration Service Center of Quảng Lâm commune links the spirit of Directive 07 with each application dossier and administrative procedure process handled for citizens. “What made me reflect most when reviewing Directive 07 was the requirement to tie studying and practicing Uncle Hồ’s teachings to operational efficiency. For us, that is demonstrated by guiding citizens thoroughly, resolving files on schedule and according to regulations, and maintaining a respectful, responsible attitude throughout the performance of public duty,” shared Vàng Bảo Toàn, Deputy Director of the Public Administration Service Center of Quảng Lâm commune.

In the economic sector, the “practice” imperative is recognized by specialized cadres through advisory responsibilities and the ability to turn guidelines into reality. According to Đặng Đức Thoại, Head of the Economic Office of Quảng Lâm commune: To follow Uncle Hồ in practice, one must first stay close to the grassroots, thoroughly grasp local conditions, and provide accurate, pertinent, and realistic advice. For the economic sphere, every proposal must stem from public needs and specific local conditions. Cadres must proactively research and immerse themselves in the grassroots, thereby advising on suitable, feasible solutions.

In healthcare, the spirit of Directive 07 is linked to medical ethics, service attitudes, and responsibility for public health care. Nurse Quàng Văn Thưởng, Deputy Head of the Quảng Lâm commune Health Station, shared: For healthcare personnel, studying and following Uncle Hồ is reflected in a sense of responsibility, dedication to patient care, professional conduct, and continuous learning to elevate specialized clinical competence.

As Directive 07 was recently promulgated, practical transformations require additional time to verify. However, in Quảng Lâm commune, proactively studying and connecting the directive’s requirements to each work position held by cadres and Party members provides a favorable foundation for rolling out effective study and practice of Uncle Hồ’s teachings in the coming time.
