Facing the plots and tactics of hostile forces, every official, party member, and social media user needs to raise vigilance and stay sharp when receiving and sharing information.
Countering false rhetoric
Exploiting the fast-spreading and hard-to-control nature of social media, hostile forces regularly distribute untruthful, edited, and distorted information to sow doubt and erode public trust in the Party and the State. They disguise their content as personal opinions, comments, or shares to create a sense of objectivity, guiding public opinion in a negative direction. Harmfully, many individuals who lack information-identification skills accidentally help spread this toxic content.
Take the case of Đ.T.T (born 1986), residing in Xá village, Mường Lay ward. In early May 2026, Đ.T.T used a personal Facebook account to comment on a post published on a social media page managed and operated by Lê Trung Khoa (born 1971, Vietnamese nationality, currently residing in the Federal Republic of Germany). This individual was tried in absentia by the Hanoi People’s Court in late 2025 and sentenced to 17 years in prison for “making, storing, distributing, or disseminating information and documents against the State of the Socialist Republic of Vietnam.”
On May 18, 2026, the Mường Lay Ward Police summoned Đ.T.T to the headquarters. There, Đ.T.T admitted to the violation, stating that due to limited legal awareness and social media skills, the true nature of the information was not clearly identified. After being educated on the legal regulations, Đ.T.T voluntarily removed the related content.
Prior to that, on May 11, 2026, the Mường Tùng Commune Police worked with G.A.D (born 1991), residing in Huổi Toóng 1 village, regarding the posting of untruthful comments on Facebook about the consolidation of the Commune People’s Committee organizational apparatus, which affected local security and order. At the police station, G.A.D admitted to the violation and committed not to repeat it.
Since the beginning of the year, the Cyber Security and High-Tech Crime Prevention Department of the Provincial Police has actively intensified its enforcement actions. The unit has officially prosecuted two cases and two defendants related to posting and distributing law-violating information in cyberspace, while simultaneously issuing administrative fines for 12 cases and summoning, questioning, or warning 31 other individuals who showed signs of violation.
Consolidating ideological battlefield
The 2-tier local government model entering operation continues to become a “pretext” for subjects to exploit and distort the truth. Under fake accounts, they intentionally spread news of “lack of transparency,” “lack of democracy,” or “top-down imposition” to cause anxiety and reduce public trust in the correct guidelines of the Party. However, reality has shown the exact opposite. The deployment of the 2-tier local government model has been carried out seriously, methodically, openly, and transparently from the central to local levels, ensuring correct legal processes and regulations. Collecting feedback and organizing implementation have both received the consensus and support of the vast majority of the people, clearly shown through voting results and confidence ballots at the grassroots level.
Not stopping at distorting rearrangement and reorganization policies, opposing subjects also launch many false and offensive arguments to lower the prestige and leadership role of the Party. In cyberspace, hostile forces and political opportunists exploit the disciplinary actions taken against several high-ranking officials to twist the nature of Party building and rectification work, thereby denying the Party’s leadership role and eroding public trust. Notably, certain posts on social networks like Việt Tân, BBC Tiếng Việt, or those hiding under names like “Patriotic Youth,” “Human Rights Protection,” “For Vietnam’s Islands and Seas,” “Anti-corruption and Negative Phenomena,” or “Vietnam Legal Initiative” have intentionally steered the handling of violating officials in a negative and one-sided direction.
However, looking at reality, the handling of many officials, including high-ranking and retired ones, demonstrates strictness and consistency, with “no forbidden zones” in the fight against corruption and negative phenomena. Moreover, the handling of violating officials is always carried out openly, transparently, through proper procedures, with clear legal bases, and receives public support. Through voter meetings, the vast majority of people evaluate this as a necessary action, demonstrating a resolute spirit that does not cover up faults, rather than a sign of instability as claimed by distorted arguments. This also serves as proof of the high political determination of the entire Party in maintaining order and discipline, building a clean and strong organization.
Our country is entering a new era with advantages but also many difficulties and challenges. Exploiting the development of information technology, cyberspace is becoming a special ideological front where correct-incorrect, true-false information are intertwined, making it hard to distinguish without bravery and critical thinking. The technology boom also makes opposing dissemination activities increasingly sophisticated and difficult to detect. Much of the content is integrated under the guise of culture and entertainment, or even hides behind slogans of “democracy” and “human rights” to create a cover. They use popular platforms like Facebook, TikTok, YouTube, Instagram... to spread distorted content and sabotage the Party’s ideological foundation.
Standing before these plots, tactics, and requirements, fighting and refuting wrong and hostile viewpoints in cyberspace is a regular and continuous requirement of the entire political system. Therefore, party committees and organizations need to proactively grasp ideological situations, promptly provide official information, and guide public opinion to avoid being passive before toxic information flows. Each official and party member needs to train their political bravery, firmly grasp the Party’s guidelines and resolutions, maintain sharpness when accessing information on social networks, and refrain from sharing unverified content.
Spreading positive information, beautiful images, and effective models from reality is also a practical approach, contributing to consolidating public trust, creating “resistance” against distorted information, and thereby firmly protecting the Party’s ideological foundation in the new situation.
