Proactiveness shown by governance, consensus earned from residents

ĐBP - The New Urban, Resort Tourism, and Sports Services Area Project in the Northwest of Điện Biên Phủ ward is one of Điện Biên province’s key projects.

Boasting a large scale, it involves more than 300 households in Thanh Nưa commune. Thanks to the drastic involvement of local party committees and authorities in propaganda and mobilization, combined with the consensus of the public, site clearance is being actively deployed, creating favorable conditions for the project to soon launch its items according to schedule.

Thanh Nưa commune Party Committee Secretary Nguyễn Hữu Hiệp closely monitors the project’s site clearance progress.

The project features a total investment capital of VND 23,660.79 billion divided into two phases. It covers an investment scale of 228.5 ha with a population scale of around 12,000 people, encompassing a new urban area, a resort tourism zone, an 18-hole golf course, and a synchronous system of technical and social infrastructure. Phase 1 alone is deployed on an area of 101.7 ha in Thanh Nưa commune, affecting 308 households and individuals alongside four organizations.

Being one of the households with land acquired, Tòng Văn Tuyền from Tông Khao village, Thanh Nưa commune shared that his family has over 6,000 m² of rice fields and around 400 m² of garden land within the site clearance scope. While initial anxieties were unavoidable, his family agreed to hand over the land after local authorities directly visited to propagate and fully explain the guidelines and goals of the project. Tuyền noted that this is a major project for the province which will open up numerous socio-economic development opportunities if deployed on schedule, so his family is ready to accompany and create smooth conditions for the investor’s construction work.

The party committee and authority propagate and fully explain the guidelines and goals of the project, leading residents to agree on handing over the land.

Similarly, the family of Quàng Văn Thuông from Hạ village, Thanh Nưa commune has around 5,000 m² of residential and rice field land under acquisition. He stated that following multiple rounds of propaganda and mobilization by the commune and specialized agencies, his family complied with the State’s policy. He emphasized that the residents’ greatest wish is for the compensation, support, and resettlement arrangement processes to be executed fully and promptly so that people can soon stabilize their lives after handing over their land.

This public consensus stems from a persistent and practical mobilization process conducted by the entire grassroots-level political system. Tòng Văn Thỉnh, Head of Tông Khao village in Thanh Nưa commune, shared that the resort tourism planning zone alone involves more than 100 households with over 20 ha of land within the project scope. Right from the start, the village coordinated closely with the party committee, authority, and mass organizations to host multiple meetings and directly visit each household to propagate and explain the project’s significance as well as related regimes and policies. Through these actions, the majority of residents built a consensus on the province’s development policy, hoping the project finishes early to contribute to altering the local face. Concurrently, villagers expressed their aspirations for all levels and sectors to continue paying attention to executing compensation, support, and resettlement work well, guaranteeing the legitimate rights of the people.

Thanks to the consensus between the government and local residents, the project is being actively deployed.

To shape a unified direction in leadership, the Thanh Nưa commune Party Committee established the Steering Committee for site clearance of works and projects for the 2025-2030 period, while the commune People’s Committee formed a Working Group to execute compensation, support, and resettlement tasks for the project. The commune has organized eight meetings with relevant agencies, units, and individuals whose land is acquired to untie difficulties and snags during implementation.

To date, site clearance work has achieved numerous positive results. Among the total 308 households under land acquisition in Phase 1, 302 households have completed declarations and counting, reaching 98%. Land origin verification has covered around 816 out of 1,580 plots, corresponding to 44.64 out of 66.7 ha and reaching 66.9%. Concurrently, estimated compensation plans have been formulated for 168 out of 304 households, reaching 55.3%.

Residents wish for the compensation, support, and resettlement arrangement processes to be executed fully and promptly.

On June 12, the provincial Land Fund Development Center coordinated with the Thanh Nưa commune People’s Committee and the investor to pay advance money to 47 households with a total amount of over VND 650 million, while receiving the handover of 10,516.7 m² of ground to construct service roads. The planning of resettlement areas is also being urgently deployed, and on June 30, the commune People’s Committee completed the approval of the general master plan for the resettlement zones serving the project.

The implementation process still encounters quite a few difficulties because measurement, counting, and land origin verification are carried out simultaneously. In particular, identifying the boundaries of the old military training ground managed by a military unit previously faces many snags, as some households reclaimed and used the land before 1990 but were not compensated when the land was handed over to the military unit during the 1994-1995 period. Some previous residential expansion areas also overlap with the training field, making land origin verification and compensation plan formulation more complex. Nevertheless, with high political determination, the party committee and authority of Thanh Nưa commune persistently untie difficulties while ensuring the project’s execution schedule.

Nguyễn Hữu Hiệp, Secretary of the Thanh Nưa commune Party Committee and Head of the Site Clearance Steering Committee for the project in Thanh Nưa commune, stated: “To date, the commune has coordinated with the provincial Military Command, the Land Fund Development Center, and the consulting unit to hand over 32.7 ha of clean ground to the investor at the training field zone. The commune commits to continuing the handover of 44.5 ha of agricultural land before July 15 to deploy the hotel zone construction, while striving to complete the remaining area of around 15.1 ha before July 31. The commune is directing specialized agencies to urgently finalize counting, verify land origins, formulate compensation plans, and coordinate with the investor to pay residents on schedule.”

Driven by the drastic involvement of the government alongside the consensus spirit of the people, site clearance in Thanh Nưa is step-by-step being resolved, building a foundation for the province’s key project to be deployed according to plan. When today’s work items are completed, it will not only shape a new urban and tourism zone but also open up expectations for a fresh development engine for the locality, upgrading the quality of life for residents in the coming years.
