This has ensured consistency from the provincial level down to grassroots authorities and translated policy directions into tangible achievements across socio-economic development, external relations, and the maintenance of national defense and public security.
The provincial People’s Committee’s action program has translated development objectives into clear and measurable targets. It sets out 47 major goals and indicators for the 2026-2030 period to realize the province’s ambition of achieving double-digit economic growth, together with 11 groups of socio-economic development tasks and solutions and three key priorities relating to public finance, the medium-term public investment plan, and public debt management. Clearly defined targets and responsibilities have provided a solid foundation for coordinated implementation while creating objective benchmarks for monitoring and evaluating progress at every stage.
The province has continued to modernize its governance by adopting a more proactive, flexible and practical approach. The provincial People’s Committee has strengthened results-based management, expanded decentralization while reinforcing accountability among agency leaders, and regularly reviewed monthly and quarterly implementation progress to promptly adjust policies and address emerging issues. Resolutions and conclusions issued by the Party Central Committee, the Government and the Standing Committee of the provincial Party Committee have all been translated into timely action programs prepared by specialized agencies, ensuring both quality and consistency across the political system.
Recognizing that close engagement with local realities is essential for sound policymaking, provincial leaders have personally participated in numerous inspection missions to localities, departments and agencies while conducting on-site visits to major infrastructure and investment projects. These field inspections have enabled authorities to identify and resolve obstacles related to land clearance, investment procedures, capital allocation and construction progress at an early stage.
The province’s people-centered approach is also reflected in its regular dialogue with residents and the business community. Feedback and recommendations from the public are carefully considered and transformed into more responsive policies and management solutions. This shift from a traditional “management” mindset to one focused on “facilitating and serving” has enhanced administrative effectiveness while strengthening public and investor confidence in local government.
The effectiveness of this proactive and flexible governance model is clearly demonstrated by the province’s socio-economic performance during the first half of the year. Gross Regional Domestic Product (GRDP) reached an estimated VND 15.43732 trillion, representing 8.67% year-on-year growth, placing Điện Biên 17th among Vietnam’s 34 provinces and centrally governed cities in terms of economic growth. This achievement is particularly significant given continued market uncertainties and the ongoing restructuring of the administrative system.
Tourism remained one of the province’s strongest-performing sectors, generating nearly VND 1.8 trillion in revenue, up 17.22% from the same period last year and exceeding 60% of the annual target. Điện Biên also emerged as Vietnam’s leading locality in public investment disbursement as of June 30, 2026.
Investment promotion likewise produced encouraging results. At the 2026 Điện Biên Investment Promotion Conference, investment policy approvals and investment registration certificates were awarded to 12 projects involving 11 enterprises and investors. For the first time, the province attracted three foreign direct investment (FDI) projects with a combined registered capital of approximately VND 14.005 trillion, marking a significant milestone in mobilizing non-budgetary investment resources.
Major corporations including Sun Group, Vingroup, and Mường Thanh Group have selected Điện Biên as an investment destination, launching projects such as the Northwestern New Urban Area for Resort and Sports Services in Điện Biên Phủ ward and the Điện Biên Phủ Cultural-Historical Tourism Cable Car Complex, among others.
To foster a more favorable investment climate, the province has identified administrative reform as a strategic breakthrough. Comprehensive measures to improve the business environment and strengthen competitiveness have been implemented, including a “green lane” mechanism that accelerates administrative procedures for investment projects. This initiative has significantly shortened processing times and created more favorable conditions for investors.
At the same time, authorities have prioritized the implementation of major projects, including the Sơn La - Điện Biên - Tây Trang International Border Gate Expressway (Phase 1), tourism and renewable energy projects, boarding schools serving border communities, and the provincial land database project. The province has also accelerated digital transformation and the application of science and technology across multiple sectors, achieving notable progress in public administration and socio-economic development.
After one year of operating under the two-tier local government model, the provincial administrative system has largely stabilized, ensuring continuity in state management, administrative procedures and public service delivery. This provides an important institutional foundation for advancing modern, efficient governance with citizens and businesses placed at the center of public service.
The effectiveness of the provincial People’s Committee’s leadership lies not only in adopting sound policies but also in implementing them decisively, coherently, flexibly and in close alignment with practical conditions. Despite continuing challenges, the province remains committed to responding with stronger determination, greater effort and more decisive action. Through proactive and flexible governance, political commitment, innovative thinking and increasingly pragmatic administration, Điện Biên is creating a solid foundation for rapidly translating Party policies into concrete results, achieving its ambitious goal of double-digit economic growth, and driving fast, sustainable development in the years ahead.
