Proactive and scientific manner urged in organizing regular meetings

ĐBP - The first session of the 16th Điện Biên provincial People’s Council for the 2026-2031 term concluded successfully, marking a significant milestone for the local government.

A core outcome of this meeting was the passage of the Resolution on the Plan to Organize Regular Sessions of the provincial People’s Council in 2026. This resolution provides a vital framework for the council to proactively develop its work program and prepare session content scientifically, ensuring high-quality governance that enhances operational efficiency throughout the new term.

During the 2021-2026 term, the provincial People’s Council demonstrated extensive innovation in both its content and methods of operation. It successfully fulfilled its duties as prescribed by the Constitution and law while overcoming numerous local challenges. Notably, the quality of sessions improved significantly, with oversight activities becoming more focused and profound. Many practical policies and mechanisms were issued during this period, receiving high consensus and appreciation from the public. Over 24 sessions in the previous term, the council maintained a democratic and serious atmosphere, with the chairing of meetings constantly evolving to leverage collective wisdom during discussions on major local issues.

The first session of the 16th provincial People’s Council for the 2026-2031 term is meticulously prepared and organized scientifically to ensure all planned programs are met.

The verification of reports, projects, and draft resolutions was a priority for the Standing Board, which directed the council’s boards to conduct proactive research and field surveys. These boards successfully verified 283 documents before they were presented at various sessions. Speaking at the first session of the 16th term on March 30, Lê Thành Đô, Standing Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Council, emphasized that while opportunities exist, many heavy challenges lie ahead. He noted that the council must inherit and promote the lessons learned from previous terms, continuously innovating to fulfill the role of people’s representatives and meet the high expectations of ethnic voters across the province.

Inheriting these past successes, the 16th provincial People’s Council approved the 2026 session plan to facilitate close coordination between relevant agencies. This proactive approach ensures that the content presented for verification and discussion remains of the highest quality. In 2026, the council will hold two regular sessions: a mid-year session in mid-July and a year-end session in mid-December. These meetings will focus on evaluating socio-economic development, ensuring national defense and security, and deciding on key mechanisms under the council’s authority, alongside conducting Q&A sessions on issues of public interest.

Technological advancement remains a cornerstone of the council’s operations, as it continues to effectively utilize “paperless meeting” software. The council aims to further integrate information technology to perfect the digital session model, enhancing professionalism and modernity within the elected body. Nạ Thị Bóng, a delegate, shared that the paperless software has made researching documents and following session content much more convenient, allowing for more proactive preparation for discussions. This digital shift not only improves efficiency but also reflects a modern approach to considering and deciding on important local matters.

With a spirit of innovation and high determination, the 16th provincial People’s Council continues to assert its role as the local organ of state power. By focusing on scientific and professional organization, the council aims to improve the quality of discussions and issue resolutions that stay close to reality.
