ĐBP - As part of his working program in Điện Biên, on the morning of July 25, Prime Minister Lê Minh Hưng held a working session with the Standing Board of the Điện Biên provincial Party Committee regarding the execution of socio-economic development, national defense, security, and foreign affairs tasks in the first six months of the year, alongside upcoming tasks and solutions.

Attending the meeting were leaders of central ministries and sectors. Representing Điện Biên province were Trần Tiến Dũng, Member of the Party Central Committee, Secretary of the provincial Party Committee, and Head of the provincial National Assembly Deputy Delegation; Standing Members of the provincial Party Committee; Members of the provincial Party Standing Board; alongside leaders of the provincial People’s Council, People’s Committee, and Vietnam Fatherland Front Committee.

At the session, Chairman of the provincial People’s Committee Lê Văn Lương presented a summary report on socio-economic development, national defense, security assurance, and foreign affairs during the first six months of 2026, as well as core tasks for the remaining months of the year.

Điện Biên province petitioned the Government, Prime Minister, and central ministries to address mechanism and policy bottlenecks to generate development momentum. Specifically, the province requested the Ministry of Industry and Trade to early approve adjustments to Power Development Plan VIII, supplementing renewable energy sources for solar and wind power combined with battery energy storage systems (BESS) during the 2026-2035 period; while investing in synchronous 500kV and 220kV transmission infrastructure and issuing mechanisms to attract renewable energy development investments.

The province also petitioned the Government to issue mechanisms for managing, exploiting, and allocating water resources efficiently, calculating appropriate budget balancing for Northern mountainous provinces, and replacing Decree No.57/2018/NĐ-CP to facilitate corporate investment in agriculture and rural areas. Furthermore, the province requested support to efficiently exploit Điện Biên Airport, expanding and maintaining flight routes connecting with major economic centers; while considering amendments to regulations on casino operations, horse racing, and dog racing to support difficult localities in developing tourism and services, aligning with the orientation to turn tourism into a spearhead economic sector.

During the working session, leaders of central ministries and sectors clarified Provincial petitions while orienting solutions to exploit Điện Biên’s potential in socio-economic development - focusing on agriculture, energy, tourism, and services.

Concluding the session, Prime Minister Lê Minh Hưng acknowledged and praised Điện Biên’s achievements in socio-economic development, national defense, security, and foreign affairs during the first six months of 2026. Concurrently, the Prime Minister pointed out limitations, such as the small economic scale (GRDP accounting for only about 0.3% of the nation) and growth rates missing the targeted scenario. To complete the full-year growth target of 11.02%, the province must strive to achieve growth above 13% in the final six months.

Emphasizing tasks and solutions for the second half of the year, the Prime Minister requested Điện Biên to materialize growth scenarios for each sector and field, assigning responsibilities to departments, sectors, communes, wards, and enterprises across the area. The Provincial Party Standing Board must elevate leadership responsibility to achieve concrete results across task groups. Among these, the province must concentrate on exploiting potential advantages: developing border gate economics to position Điện Biên as a trade, border commerce, and logistics hub for the Northwestern region; leveraging advantages from the airport, Điện Biên Phủ Battlefield, and tourism products; accelerating manufacturing and processing industries; and developing agriculture toward concentrated, deep-processed, high-value, and sustainable commercial production.

The Prime Minister requested the province to ensure 100% public investment capital disbursement in 2026, prioritizing resources for key projects and decisively reallocating capital from slow projects to well-disbursed ones. The province must effectively execute Provincial planning synchronously with national and regional plans, materializing the “four growth poles” model with the central pole of Điện Biên Phủ - Mường Thanh - Mường Phăng serving as the growth core. Prolonged backlog projects must be resolved with concrete outputs rather than stopping at resolution plans. Additionally, the province needs breakthroughs in implementing Resolution 57 of the Politburo, forcefully executing the 100-Day Action Campaign to resolve digital transformation bottlenecks in the political system and thoroughly addressing telecommunication dead zones in villages. Administrative reform and governance capacity building across all levels must be stepped up to become a competitive advantage for Điện Biên.

The Prime Minister emphasized effective implementation of social welfare, education, health, and sustainable poverty reduction policies, especially in ethnic minority and border areas - completing nine multi-level boarding general schools as planned. The province must maintain national defense, security, and border sovereignty; expand cooperation with Northern Lao provinces and Yunnan Province (China) to boost border gate economics and attract investment; and continue building a clean and strong Party and political system.

Regarding provincial petitions, the Prime Minister assigned ministries and sectors to coordinate research and proactively resolve matters within their authority, reporting and proposing to competent levels for issues beyond their jurisdiction.
