Preserving strict discipline within the Party

ĐBP - “No forbidden zones” and “no exceptions” are the guiding viewpoints of the Party in the work of preventing and combating corruption, waste, and negativity. In Điện Biên province, under the leadership of the provincial Party Committee and Party Committees at all levels, this work continues to be implemented effectively. Functional agencies proactively detect and promptly handle violations of the law with strictness.

During the 2020 - 2025 term, functional agencies of the province investigated, prosecuted, and detained many officials and Party members, including those holding important positions in the Party and government apparatus. Typical examples include the cases of “Embezzlement of assets” and “Lack of responsibility causing serious consequences” at the former Tủa Thàng commune People’s Committee and the former Pú Xi commune People’s Committee. Other notable cases involved the abuse of power to appropriate property in former Thanh Hưng commune, as well as violations regarding compensation and resettlement for the Điện Biên Airport expansion project and negativity at the former Land Management Center of Điện Biên Phủ city.

Alongside criminal liability, Party discipline is carried out seriously and promptly according to regulations, demonstrating deterrence and preserving order within the political system. In Điện Biên, any official or Party member who commits a violation is considered and handled objectively and fairly, regardless of their position. For instance, Đào Văn Th., former Deputy Secretary of the Party Committee and former Chairman of the Thanh Bình ward People’s Committee, was expelled from the Party in 2023 for a lack of responsibility and loosening leadership in land management. His actions violated the Law on Construction, the Law on Investment, the Law on Land, and the regulations on what Party members are not allowed to do, causing serious consequences and loss to the state budget.

Similarly, in 2022, Lường Văn Th., former Deputy Secretary of the Party Committee and former Chairman of the former Ẳng Tở commune People’s Committee, was dismissed from all positions due to irresponsibility in land management. Hà Minh Tiến, Chairman of the Inspection Commission of the Búng Lao commune Party Committee, emphasized that while disciplining a comrade is undesirable, it is necessary to keep the apparatus clean. This not only builds a strong political system but also preserves the image of officials as “diligent, thrifty, honest, and righteous” in the hearts of the people.

The resolute struggle against corruption has increasingly consolidated the people’s trust. Lê Vũ Lưu, a resident of Điện Biên Phủ ward, shared that while it is saddening to see many officials arrested, the community believes these drastic actions are correct. This reflects the Party’s determination to maintain a strong and pure apparatus.

Through regular meetings, Party cells consistently internalize the spirit of fighting against wrongdoings to maintain discipline and create trust among the people, such as the meeting of the Vánh III village Party cell in Búng Lao commune.

Prevention is prioritized as a long-term and regular task. Every year, Party Committees and inspection commissions at all levels focus on monitoring and resolving denunciations and reflections. During the 2020 - 2025 term, Party organizations in the provincial Party branch inspected 1,429 Party organizations and 2,715 Party members. They also conducted specialized monitoring of 963 Party organizations and 1,761 Party members, resulting in disciplinary action against 5 organizations and 902 members.

Furthermore, inspection commissions at all levels checked 21 Party organizations and 50 members when there were signs of violations. They inspected the execution of discipline in 314 organizations, conducted financial audits for 648 organizations and 33,019 members, and carried out specialized supervision of 532 organizations and 360 members. These efforts led to the discipline of 2 organizations and 215 members. By implementing inspection, supervision, and discipline synchronously, the province has effectively controlled corruption and waste, contributing significantly to purifying the Party and State apparatus.
