Enhancing dialogues between party committees, local authorities, and the people over recent times has been deployed synchronously by provincial levels and sectors, becoming an important solution to promote grassroots democracy as localities organized numerous voter contact sessions and direct dialogues with the public to absorb and resolve emerging issues right at the grassroots level, contributing to realizing the motto “listen to the people, speak so the people understand, act so the people trust.”
Designating public dialogues as a regular and paramount task, on June 30, Mường Nhé commune organized the 2026 “Listening to the people” Conference featuring representatives from 42 local villages and residential groups, where residents raised contents concerning social security, economic support program execution, poverty reduction, infrastructure investment, and job creation.
According to Tạ Văn Sơn, Party Cell Secretary of Mường Nhé commune, organizing the “Listening to the people” Conference aims not merely to receive feedback but demonstrates a receptive spirit among party committees and authorities during leadership and administration, as issues within competence received immediate answers at the conference, while content exceeding authority was synthesized for higher-level consideration, strengthening close ties between the Party, government, and the people to forge unity in awareness and action.
A spirit of dialogue and listening was also deployed across numerous provincial localities linked to economic development tasks, as Mường Nhé commune organized a dialogue on July 31 regarding developing pineapple raw material areas - a crop becoming the primary production direction for the locality. Planted since 2010, the entire commune currently holds 378 hectares of pineapples, with roughly 110 hectares yielding harvests at an average productivity of 40 tons per hectare, generating net profits of VND 200 to 250 million per hectare after costs.
Hesitations concerning expanding acreage, consumption linkages, farming techniques, seed support, suitable fertilizers, raw material area development orientations, and consumption solutions received direct discussion and answers from commune leaders and specialized agencies right at the conference, with recommendations within competence committed for resolution while issues exceeding authority were synthesized for competent level review.
Nguyễn Trường Giang, Party Cell Secretary of Na Sang commune, affirmed that the locality will continue developing pineapples as a primary crop toward elevating quality, constructing concentrated raw material areas linked to processing and consumption enterprises, and enhancing linkages with neighboring communes to attract investment and raise the value and competitiveness of the “Na Sang pineapple” brand.
Beyond organizing dialogues within individual communes, localities coordinate proactively when deploying inter-regional projects, exemplified by People’s Committees of Mường Ảng, Na Son, Pu Nhi, and Mường Lạn communes coordinating dissemination and dialogues regarding site clearance for the “Điện Biên 1 Solar Power Plant” project with 33 households from Pú Cai village within project boundaries, disseminating project significance, disseminating site clearance regulations, and mobilizing household consensus to coordinate land plot verification and guarantee progress.
Direct dialogue helped resolve numerous public hesitations promptly, as exchange, dissemination, and listening to household opinions led most Pú Cai village residents to agree on plot location determination options within site clearance boundaries, facilitating subsequent project steps.
Practical reality demonstrates that when residents participate in dialogues, voice opinions, and receive open, transparent answers, emerging issues are unblocked right at the grassroots level. Dialogue enhancement efficiency is also reflected through citizen receptions and recommendation resolutions, as 100% of commune-level authorities maintain periodic citizen reception schedules by People’s Committee Chairpersons, with information regarding budgets, planning, poor household lists, and site clearance compensation options publicized for public supervision. In the first 6 months of the year, agencies at provincial level held 153 receptions for 228 citizens, receiving and classifying 364 petitions, while agencies at the grassroots level processed over 105 petitions, contributing to limiting higher-level complaints and consolidating public trust toward party committees and local authorities.
Dialogues serve not only as opinion reception channels but as bridges consolidating trust between the Party, government, and the people, ensuring that when public voices are heard and obstacles resolved promptly, social consensus strengthens to build a solid foundation for executing guidelines and policies effectively and driving socio-economic development from the grassroots level.
