Party Cell Secretaries with “3 dares” spirit in Điện Biên

ĐBP - In Điện Biên province, many Party Cell Secretaries are affirming the “3 dares” spirit: daring to think, daring to do, and daring to take responsibility, through specific actions. Their efforts are helping to resolve local “bottlenecks,” create substantive changes, and strengthen public trust right from the grassroots level.

Lò Thị Mấng: Leading by example in retirement

At an age when many choose to rest, Lò Thị Mấng continues to serve as the Party Cell Secretary of Noong Bua village (Mường Thanh ward). Having previously held leadership positions in a commune, she was elected to her current role upon retiring in 2016.

Lò Thị Mấng has been instrumental in maintaining internal unity and sparking emulation movements. In recent years, Noong Bua has been a focal point for key provincial projects involving the clearance of over 50 hectares of land. Initially, many residents were concerned about compensation policies. Rather than avoiding the conflict, she and the party cell adopted a “go to every alley, knock on every door” approach, patiently explaining the long-term benefits and listening to the people’s concerns.

Thanks to her sincerity and consistency between words and deeds, nearly 100% of households agreed to hand over their land, accelerating project progress. Under her leadership, the village has been a “Cultural Village” for five consecutive years, with 98% of households recognized as cultural families and zero poor or near-poor households remaining.

Giàng Thị Pày: Proving competence through action

In contrast to the veteran leadership of Lò Thị Mấng, Giàng Thị Pày represents a younger generation of leaders. Born in 1991, she is the first female Party Cell Secretary of Nậm Pan 2 village (Mường Toong commune). Leading a village of over 1,000 Hmong residents, she initially faced skepticism regarding whether a young woman could handle such a heavy responsibility.

Giàng Thị Pày chose to prove herself through economic success first. Starting with a single buffalo, she and her family expanded into breeding pigs. Today, she maintains a herd of about 70 pigs, earning a stable annual income of hundreds of millions of VND. She also runs a milling service and a grocery store, creating local jobs.

Her personal success gave her the credibility to encourage villagers to change their production mindsets. Many who previously left home for manual labor are now returning to develop local farming models. She is also a vocal advocate against outdated customs, particularly child marriage. As she puts it:

“A secretary doesn’t just talk for the people to hear; they must do for the people to see and believe.”

Khoàng Tuấn Việt: Innovating in education

The “3 dares” spirit is also evident in the work of Khoàng Tuấn Việt, the Party Cell Secretary and Principal of Na Sang Secondary School No.1. Beyond administration, he has proactively innovated teaching methods to improve comprehensive education quality.

Under the leadership of the party cell, the school has consistently led emulation movements, receiving an excellent emulation flag from the provincial People’s Committee for the 2024-2025 school year. In the first semester of the 2025-2026 school year, over 84% of students achieved “good” qualities, while nearly 60% were rated “excellent” or “good” in capacity. His students have won dozens of provincial prizes in academic and scientific competitions.

Khoàng Tuấn Việt focuses on building a positive educational environment that sparks creativity in students. His commitment to the “3 dares” spirit recently earned him first prize in the 2026 “Good Party Cell Secretary” contest organized by the Na Sang commune Party Committee.
