National Assembly’s Economic and Financial Committee works in Điện Biên

ĐBP - On July 20, a working delegation from the Economic and Financial Committee of the 16th National Assembly, led by its Deputy Chairwoman Phạm Thúy Chinh, worked with the People’s Committee of Điện Biên province.

The working session aimed to conduct field surveys to serve the verification of state budget finalization and State Audit reports, as well as the refinement of legal policies on accounting and independent auditing to be submitted to the National Assembly at its 2nd Session.

The year 2025 marked the first year of implementing budget finalization under the new provisions of the 2025 Law on State Budget and related guidance documents. Điện Biên province proactively directed departments, sectors, and localities to strictly follow required procedures, ensuring data reconciliation, voucher compilation, and submission to competent authorities for finalization approval in accordance with regulations.

According to the report by the provincial People’s Committee, the assigned state budget revenue estimate in the area for 2025 exceeded VND 2,000 billion, while actual performance reached over VND 2,500 billion, attaining more than 198 percent of the estimate assigned by the Central Government and nearly 123 percent of the estimate assigned by the provincial People’s Council, with 13 out of 17 revenue targets completed or surpassed.

Regarding the finalization of completed projects, over 760 projects utilizing state budget capital were completed across the province in 2025. Among these, 545 projects received finalization approval with a total value exceeding VND 5,600 billion. In the first six months of 2026, 490 projects were completed, and 267 projects were approved for finalization with a total value of over VND 2,000 billion. The report also indicated that total public assets in the province reached over VND 71,800 billion as of December 31, 2025, representing an increase of nearly 32 percent compared to the same period of the previous year.

The implementation of conclusions and recommendations by the State Audit was drastically directed by the province, with relevant agencies and units seriously organizing execution to step-by-step remedy existing limitations, thereby elevating the efficiency of managing and utilizing public budget and assets. Điện Biên province requested that the Government continue perfecting regulations on budget management, accounting, and auditing, while considering amendments and supplements to certain inappropriate contents during implementation to facilitate local operations.

At the working session, members of the delegation requested the province to clarify several contents, such as budget utilization efficiency in fulfilling socio-economic development goals, the results of implementing inspection conclusions and State Audit recommendations, the handling of carried-over expenditure items, and the definitive recovery of overdue advance payments under regulations.

Simultaneously, she requested the provincial People’s Committee to continue reviewing and supplementing contents of interest to the delegation, compiling difficulties, snags, and recommendations for the delegation to study, serve verification tasks, and finalize reports to present to the National Assembly at its 2nd Session.
