As a result, numerous public opinions and petitions have been received and addressed, helping promote the people’s right to mastery and building consensus in carrying out socioeconomic development tasks.

Nà Tấu commune focuses on publicizing mandatory contents as regulated, especially lists of investment projects and public works - including project names, objectives, scale, total investment capital, funding sources, executing units, implementation timelines, and progress. Matters requiring public opinion prior to decision-making are also organized to facilitate public participation.

In the villages, issues directly affecting the community - such as drafting and revising village conventions and regulations; electing, dismissing, or removing village heads; and electing members of People’s Inspection Boards and Community Investment Supervision Boards - are arranged for residents to discuss, debate, and vote on in line with regulations. To date, 100% of villages have finalized and implemented their village conventions and regulations. Mobilizing public contributions is conducted on the principles of publicity, transparency, and voluntariness. Contribution levels, participating subjects, mobilization methods, management, and fund utilization are all discussed, voted on, and agreed upon by the people prior to rollout.

Specifically, since the beginning of the year, in new rural construction efforts, residents of Nà Tấu commune have voluntarily donated 2,500 m² of land and contributed 150 workdays to widen inter-village roads and solidify irrigation canals. This is a tangible outcome showing that when citizens are well-informed, deliberate, and reach consensus, collective participation translates into practical contributions for the community.

Lò Văn Điện, Head of Nà Tấu village, Nà Tấu commune, stated: “Over the past period, public works, projects, and support sources have been made public for the people to know. For matters concerning the community, the village holds meetings for villagers to discuss and agree on each detail. Thanks to properly practicing grassroots democracy, people have shown consensus and support; villagers voluntarily donated over 500 m² of land and contributed dozens of workdays to pave inter-village roads.”

Practicing grassroots democracy is defined by Nà Tấu commune as being closely tied to public information disclosure, enabling residents to participate directly in giving feedback on local development directions. Organizing community consultations regarding the General Planning of Nà Tấu commune to 2045 is a specific practice, thereby promoting the people’s right to mastery and fostering consensus during socioeconomic development implementation. The consultation conference attracted 115 delegates, including village elders, reputable figures, individuals, and community representatives across 20 villages.

As a result, 115 out of 115 attending delegates reached consensus on the contents of the General Planning of Nà Tấu commune to 2045. This serves as an essential foundation demonstrating community consensus on spatial development orientations, infrastructure, production, services, and functional zones proposed in the master plan.

Notably, Nà Tấu commune collaborated to organize 24 voter contact sessions, with communal People’s Committee leaders attending directly to respond to and clarify matters within their jurisdiction. For matters beyond local authority, the commune recorded, compiled, and reported them to competent authorities for consideration and settlement.

Since the beginning of the year, the Standing Board of the People’s Council of Nà Tấu commune has compiled 105 voter petitions falling under the jurisdiction of the commune People’s Committee and specialized offices. Through this process, many legitimate voter opinions and requests were addressed promptly by competent authorities.

For instance, in Nà Cái village, when residents requested technical guidance on planting and caring for coffee trees, the People’s Committee of Nà Tấu commune directed the Economic Office to organize training sessions, while continuing rollout in other villages with similar needs. As a result, petitions stemming from actual production practices have progressively been turned into concrete actions.

Trần Quang Trung, Chairman of the People’s Committee of Nà Tấu commune, noted: “In the coming time, Nà Tấu will continue promoting the grassroots democracy regulations; better capturing the thoughts and aspirations of the people; and bringing into play the role of the Fatherland Front, socio-political organizations, and community supervision bodies.

Alongside this, the commune will maintain dialogue and settle petitions right at the grassroots level, ensuring matters within authority are addressed promptly, while issues beyond authority are compiled and submitted to responsible agencies for resolution.”
