Through a systematic, open, and transparent approach that has garnered high consensus from the local population, the locality is determined to hand over the site on schedule, contributing to the goal of improving educational quality in the area.
The Mường Pồn Multi-level Ethnic Boarding School project covers a total area of approximately 6.5 hectares. The construction includes various items such as multi-level classroom blocks, student dormitories, staff housing for teachers, a collective canteen and kitchen, an administrative area, a library, sports fields, a swimming pool, a garage, and a technical infrastructure system.
Once completed, this will be a comprehensive educational complex catering to the learning and living needs of more than 1,000 ethnic minority students in the region. To ensure the project can commence construction soon, the Party Committee and People’s Committee of Mường Pồn Commune have identified land clearance as the central task that determines the implementation progress.
Hà Quốc Thịnh, Secretary of the Mường Pồn commune Party Committee, stated that investing in the construction of this school is a vital opportunity to improve teaching and learning conditions for local teachers and students. To ensure the project proceeds as planned, the Standing Board and the Executive Board of the commune Party Committee held meetings to thoroughly disseminate the plan to all party members and residents.
With a spirit of daring to think, daring to do, and daring to take responsibility, Mường Pồn commune is determined to coordinate closely with the investor and relevant units to speed up the land clearance process while ensuring absolute transparency.
Specific tasks and duties have been assigned with clear responsibilities, implemented synchronously from the commune down to the village level. The Party Committee and People’s Committee of the commune proactively coordinated with relevant agencies to discuss and agree on important contents, selecting options that are suitable for local realities and minimize the impact on residents’ lives. Alongside these efforts, the commune organized meetings with the people to disseminate information and build consensus, while completing legal procedures and dossiers to hand over the site to the construction unit as soon as possible.
The project is being implemented across two villages, Mường Mươn 1 and Mường Mươn 2, involving 76 households whose land is being recovered, mostly consisting of paddy fields and productive crop land. By strengthening communication and dissemination to the villages, especially to the affected households, the commune has performed mass mobilization flexibly and practically. Village meetings and community activities have been utilized to explain the purpose and significance of the project. As a result, public awareness has gradually increased, creating a foundation for high consensus.
Lò Văn Chiêng, Head of Mường Mươn 1 village, noted that the village has actively coordinated with commune task forces and agencies to organize dissemination so that people understand the project’s policy. During community meetings, they integrated messages about the benefits of a multi-level school for the local education cause, which led to unanimous support from the villagers. Everyone hopes the State will work quickly so that their children and grandchildren will have better conditions for their studies. Reality shows that although the project directly affects their livelihoods, residents are supportive and eager for the work to be completed soon.
Cà Thị Tuyết, a resident of Mường Mươn 1 village, shared that her family has 1,000 square meters of land within the construction area. This was her family’s best two-crop paddy field, being flat, convenient for irrigation, and close to home. Despite the productive nature of the land, as soon as the commune explained the policy of building the school, her family supported it immediately. She expressed great joy that the State is building a beautiful school for the younger generation.
Once the policy was understood and the people reached a consensus, many households proactively coordinated in the process of inventorying assets and completing documentation. The measurement and counting of assets, crops, and vegetation were carried out quickly and smoothly, ensuring openness and transparency. Trần Mạnh Minh, Vice Chairman of the Mường Pồn commune People’s Committee, confirmed that the commune coordinated with village management, the investor, and the consulting unit to hold meetings and implement the plan with the residents. To date, the measurement and identification of owners have been completed, and 100% of the households have signed the land clearance documents.
The principle of “words matching actions” is a requirement for official ethics and a measure of the effectiveness of every policy in practice. By learning and following Uncle Ho through specific actions, Mường Pồn commune has materialized this through clear work progress and the consensus of the people. When the site is handed over on schedule and the school project is implemented, it will open up better educational opportunities for ethnic minority students in the area. More importantly, Mường Pồn’s approach shows that when the government stays close to the people, works for the people, and acts with responsibility, even difficult tasks can become favorable, creating a solid foundation for the long-term development of the locality.
