They have successfully mobilized residents to hand over 1,225 weapons, explosives, and support tools, while assisting commune-level police in mobilizing and educating 8,766 turns of individuals committing legal violations. With the advantage of staying close to their assigned areas, being near the people, and understanding the citizens, this force is becoming an “extended arm” of the commune-level police, contributing to maintaining peace from the grassroots level.
As night falls, members of the grassroots-level security and order protection teams begin their patrol shifts. Quiet footsteps on roads, alleys, hamlets, and villages have become deeply familiar. Alongside the commune-level police force, they inspect designated areas, popularize laws, remind residents to elevate vigilance against fraudulent acts and property theft, ensure fire prevention and fighting safety, and promptly detect and handle arising incidents.
This is also the daily routine of Màng Văn Trung, a member of the grassroots-level security and order protection force in Nậm Nèn commune. Bound to this duty for nearly two years, he and his fellow members always stick closely to the area, proactively coordinating with the police force to firmly master the situation, propagate information, and mobilize citizens to abide by the law and preserve security and order.
Recalling the early days when the force entered operations, Màng Văn Trung remembers very clearly a coordinated arrest of a suspect residing in Tủa Chùa commune for property theft. During a local patrol, upon receiving an image of a suspect provided by the police agency, the team members quickly met, unified a plan, and promptly apprehended the individual, seizing 19.5 mace of gold and nearly VND 25 million in cash.
In Điện Biên Phủ ward, Hoàng Thanh Hải, a member of the security and order protection force of Đoàn Kết residential group, has also directly participated multiple times in handling arising incidents. During one occasion when intervening to stop a clash between two groups of youths, he had his right arm broken by a suspect wielding an iron rod. Despite being injured, he and the other team members still coordinated with the police force to subdue the suspect, guaranteeing public safety and serving investigation and handling processes in line with regulations.
The stories of Màng Văn Trung and Hoàng Thanh Hải are two of many testaments to the high sense of responsibility held by the grassroots-level security and order protection force. Whether day or night, whenever an incident arises in the locality, they are always present and ready to face danger to excellently fulfill all assigned missions.
After two years of operation, the grassroots-level security and order protection teams have become an effective support force for the commune-level police across multiple facets of work. In Quảng Lâm commune, this force has also contributed to creating positive transformations within each village, a prominent example being the transformation journey of Hờ A Tủa, a member of the security and order protection team in Huổi Thủng 2 village.
Few would think that the man who daily accompanies the police force to go through every alley and knock on every door to propagate and mobilize residents to follow the law once believed in the Giê Sùa heresy. In 2017, following the enticement and distortions of bad elements, he gradually drifted away from traditional customs and engaged in acts of opposition against the local government. To help him realize his mistakes, the commune police force persistently coordinated with village elders and reputable individuals in the community to mobilize and persuade him. Sincere conversations, analyses of right and wrong, alongside encouragement from his family and neighbors gradually untied the knots in his thoughts. After years of persistent education and persuasion, Hờ A Tủa voluntarily abandoned the heresy, returning to a normal life.
What is even more precious is that from someone who was once enticed by bad elements, Hờ A Tủa has now become an active member of the grassroots-level security and order protection team. In his role as Deputy Team Leader, he and the police force regularly stay close to the village, master the situation, and propagate and mobilize residents not to listen to distorting rhetoric, while actively participating in the “All people protect the Fatherland’s security” movement.
In Nậm Kè commune, the grassroots-level security and order protection force continues to affirm its role as the “extended arm” of the commune Police in drug prevention and control work. As a border area, as soon as the deployment of the “Drug-Free Commune” model began, the members of the Security and Order Protection Team worked actively with the police force to propagate and mobilize residents to sign drug prevention and control commitments, support drug rehabilitation, and mobilize the masses to provide information serving crime prevention and combat.
Lieutenant Colonel Mào Văn Quân, Deputy Chief of the Nậm Kè commune Police, shared: “The involvement of the entire political system, within which the force participating in security and order protection acts, has brought important transformations in preventing, checking, and repelling all types of crimes. By the end of 2025, 21 out of 21 villages in the commune achieved drug-free status, and Nậm Kè was recognized as a ‘Drug-Free Commune’.”
The peace of each village and residential area today features silent but highly vital contributions from the grassroots-level security and order protection force. Through a sense of responsibility, being close to the people, and staying firmly attached to their areas, they are contributing to consolidating a robust people’s security posture.
