Due to not clearly understanding how to resolve a dispute related to a request for the return of loaned assets that had lasted for many years, Dương Duy Lương, in Residential Group 9, Mường Thanh ward, proactively sought advice and support from the State Legal Aid Center of Điện Biên province. Through the guidance of the Center’s staff, Lương was step-by-step explained the relevant legal regulations, thereby determining the direction for handling the case. Dương Duy Lương said that previously, due to a lack of legal understanding, his family did not know how to resolve the case. After being introduced to the legal aid agency by friends, he realized that the case had a basis for settlement according to the provisions of the law. “When coming to the Center, I was guided very specifically on procedures to file a lawsuit. I belong to the category of people with meritorious services, so I received free legal aid,” Lương shared.

Besides maintaining effective legal counseling activities at the headquarters, the State Legal Aid Center of Điện Biên province also proactively expanded the scope of assistance, bringing the law closer to the people, especially in remote and isolated areas. Through regular legal dissemination, dissemination, and education sessions, people have conditions to directly access legal regulations, timely removing obstacles arising in life. In 2025, the Center organized 45 communication drives in 307 villages, attracting nearly 14,000 participants; directly answering legal questions for 248 people with 243 cases, focusing on fields: Land, civil, marriage and family, and criminal. At the same time, over 28,000 legal leaflets were distributed free of charge, contributing to raising awareness and consciousness of law observance among the people.

According to Lê Thị Diệu, Director of the State Legal Aid Center of Điện Biên province, the team of legal aid assistants remains the core force in performing tasks. Along with participating in litigation cases, the Center deploys synchronously many different forms of legal aid, in which focusing on direct communication activities in villages.

Since 2017, when the Law on Legal Aid took effect, the scope of beneficiaries of free legal aid services has been significantly expanded, from 6 to 14 groups of subjects. On that basis, legal aid work in Điện Biên province continues to be deployed more synchronously and methodically. Through maintaining regular training conferences, seminars, and talks, from 2020 to now, the provincial State Legal Aid Center has implemented legal aid, resolving over 5,000 cases arising at the grassroots level.

According to Trần Thanh Hưng, Director of the provincial Department of Justice, to improve the efficiency of legal aid activities, the Justice sector identifies focusing on comprehensive training and fostering of the legal aid staff team. Not only improving legal knowledge, the sector pays attention to practicing professional style, ethics, and understanding of the customs and practices of ethnic minority groups. Besides, strengthening coordination with sectors and levels, especially procedural conducting agencies and grassroots authorities, to create consensus and support so that all legitimate legal aid needs of the people are timely received and resolved.

With synchronous, practical solutions suitable for local practical conditions, legal aid activities in Điện Biên province have been affirming an important role in social life. This activity contributes to protecting the legal rights and interests of the people, especially disadvantaged groups; while raising awareness and consciousness of law observance, limiting disputes and violations arising from the grassroots. Thereby, step-by-step consolidating the People’s trust in the law, building a solid legal foundation, contributing to maintaining social stability and promoting socio-economic development in the province.
