Improving leadership capacity of grassroots-level Party organizations after mergers

ĐBP - Following the rearrangement and merger of administrative units, improving the leadership capacity and fighting strength of grassroots-level Party organizations is a pivotal task for the province to maintain political stability in ethnic minority areas and create momentum for socio-economic development.

Observations at grassroots-level Party committees show that many specific and practical solutions have been deployed, with a focus on innovating leadership methods and improving the quality of party cell meetings.

Developing Party members and creating local sources

Identifying party member development, especially source creation in ethnic minority areas, as the decisive factor to consolidate party cells after mergers, the Party Committee of Thanh Yên commune has deployed numerous solutions. Currently, the commune’s Party Committee has 55 subordinate grassroots-level Party organizations with 822 party members, in which ethnic minority party members account for 66.2%, or 544 comrades. To improve the quality of this work, the commune’s Party Building Board advised the Standing Board of the Party Committee to focus on creating sources from the local youth force and core cadres participating in village and hamlet work, while simultaneously linking Party development with local production emulation and poverty reduction movements.

With the goal of striving for new-style rural standards, the Party Cell of Pa Xa Lào village has concretized the resolution of the Commune Party Committee into hunger eradication, poverty reduction, and dilapidated house elimination programs. The cell currently has 26 party members, all of whom belong to the Lào ethnic minority. Along with comprehensive leadership, the cell focuses on sourcing and nurturing young factors. A prime example is party member Lò Thị Thu, admitted in 2025, who not only actively develops her family economy but also promotes a pioneering role, disseminating and mobilizing young masses in the village to strive to join the ranks of the Party.

“Under the direct and regular direction and guidance of the Commune Party Committee, the cell closely follows the new-style rural construction goals, linking the exemplary role of party members with specific programs like hunger eradication, poverty reduction, and dilapidated house elimination, thereby driving the socio-economic life of the villagers to develop day by day,” Lò Văn Khót, Secretary of the Pa Xa Lào village Party Cell said.

In Pa Xa Xá village, where the Khơ Mú people live, this work is also given high priority. Quàng Văn Minh, Secretary of the Pa Xa Xá Village Party Cell, shared that the cell issued a thematic resolution, striving to introduce two to three outstanding masses to Party awareness training classes each year and admitting one to two party members, while assigning members to directly visit each household to disseminate and mobilize the masses.

Innovating and upgrading Party cell meetings

Along with party member development, improving the quality of party cell meetings is considered the core solution to upgrade leadership capacity post-merger. In 2026, the Party Committee of Chiềng Sinh commune selected the Party Cell of Hiệu village to organize a model regular meeting in April, with the attendance of the Standing Board of the commune Party Committee and the secretaries and deputy secretaries of 28 subordinate village party cells.

The meeting was organized seriously, following the correct processes and principles of the Party, promoting a spirit of democracy and frank discussion among party members. The contents closely followed the practical situation of the village, focusing on local political tasks. Through this model meeting, the Standing Board of the Chiềng Sinh commune Party Committee pointed out advantages and limitations for subordinate cells to learn from and unify the process, contributing to innovating and upgrading the quality of party cell meetings throughout the Party Committee.

Notably, enhancing the capacity of Party organizations after mergers in Điện Biên is closely associated with the implementation of Regulation No.144-QĐ/TW dated May 9, 2024, of the Politburo on the standards of revolutionary ethics for officials and party members in the new stage. Party committees of local communes and wards have concretized the regulation by assigning leading and managerial officials to regularly visit the grassroots and directly attend party cell meetings in villages.

The participation of leaders from the commune Party Committee and commune People’s Committee in village party cell meetings has promptly bridged the gap with the grassroots level. Officials do not merely attend meetings but also directly exchange, discuss, and listen to the thoughts and aspirations of party members and citizens. Numerous difficulties and obstacles arising from daily life and production in post-merger villages have been directed for resolution right at the grassroots, making the guidelines and policies of higher levels implemented closer to local reality. This working method helps party cells overcome formalistic meetings, enhances the leadership role at the grassroots, and concretizes the requirements of Regulation No.144-QĐ/TW that officials and party members must stay close to the people, align words with deeds, and lead by example through action.

Party member development in ethnic minority areas, the innovation of party cell meeting processes, and the enhanced responsibility of leading officials in staying close to the grassroots level have been bringing positive transformations. This serves as an important foundation to consolidate and construct a strong political system from the roots, promoting solid local socio-economic development.
