REFORM OF STATE ADMINISTRATIVE APPARATUS

From July 1, 2025, Điện Biên province officially operated the 2-tier local government model according to the Central policy. According to the Resolution of the National Assembly Standing Board, the province arranged to reduce from 129 commune-level administrative units to 45 communes and wards, a decrease of 65.1%. The apparatus was streamlined with 14 professional agencies under the provincial People’s Committee, reorganizing the Inspectorate sector, and establishing Public Administrative Service Centers at all levels. The arrangement of more than 23,700 officials was carried out strictly, ensuring smooth operation. The new model initially promoted efficiency, improving the validity of state management.

THE 15TH CONGRESS OF ĐIỆN BIÊN PROVINCIAL PARTY COMMITTEE, TERM 2025 - 2030

From October 14 - 16, the 15th Congress of Điện Biên provincial Party Committee, term 2025 - 2030, took place solemnly with 358 delegates, representing more than 49,000 party members. In the 2020 - 2025 term, despite many difficulties, the province achieved positive results: GRDP increased by an average of 8.76%/year, income reached VND 54 million/person, PCI increased by 14 ranks, and poor households decreased to 17.66%. The Congress agreed on the motto “Solidarity, Democracy, Discipline, Innovation, Development,” setting out the goal of green - smart - sustainable development, with 22 targets, 10 key tasks, and 3 strategic breakthroughs.

Towards the 80th anniversary of National Day and the 14th National Congress of the Party, in 2025, Điện Biên province started construction and inaugurated many large-scale works and projects. Typical are 3 key projects in Điện Biên Phủ ward and 3 works welcoming the 14th Congress, including: Market, museum, urban area, headquarters combined with radio - television production center, and rubber latex processing factory. EFFICIENCY OF “BRIGHTENING ĐIỆN BIÊN” PROGRAM

In 2024, the province deployed the “Brightening Điện Biên” Program, investing VND 1,260 billion to supply electricity to 5,093 households in 110 villages in the 2024 - 2026 period. By 2025, more than 2,800 households were supplied with electricity, raising the rate of households using electricity to over 96.29%, exceeding the plan, creating motivation for socio-economic development and sustainable poverty reduction.

NEW EXPECTATIONS FOR HIGHLAND EDUCATION

On the morning of July 27, in Điện Biên, Party General Secretary Tô Lâm attended the groundbreaking ceremony of the Inter-level Primary and Secondary School of Si Pa Phìn commune - the first work in the policy of building 248 inter-level boarding schools in mainland border communes. The project is deployed in the 2025 - 2026 period, with capital of over VND 220 billion, a scale of 31 classes, serving more than 1,000 students. Implementing the policy of the Politburo, in early November 2025, the province continued to start construction of 9 schools, aiming to complete 15 schools by 2028.

DIGITAL TRANSFORMATION PROMOTING DEVELOPMENT

Resolution No.57-NQTW of the Politburo; Resolution No.71/NQ-CP of the Government on science, technology development, innovation, and digital transformation were identified by Điện Biên as key political tasks, deployed synchronously and effectively. The province completed 12/20 tasks according to the Resolution, and 78/101 tasks assigned by the Government. Digital transformation was promoted comprehensively; 100% of administrative procedures were eligible to be provided online, 98% of documents were digitally signed. Telecommunications infrastructure covered 100% of communes; over 84% of enterprises used digital platforms, and the digital society made clear progress.

COMPLETION OF ELIMINATING TEMPORARY AND DILAPIDATED HOUSES

Điện Biên is a highland province with many temporary and dilapidated houses. Implementing Dispatch No.84/CĐ-TTg of the Prime Minister, the province directed drastically, mobilizing more than VND 370 billion from many sources to eliminate temporary houses before August 31, 2025. As a result, the whole province newly built and repaired 8,170 houses, reaching 100% of the plan of programs. The program helped thousands of households, especially ethnic minorities, stabilize their accommodation, creating a foundation for sustainable poverty reduction.
