The atmosphere of celebrating the nation’s major political event has spread across every hamlet and village, from the lowlands to the highlands. The people have placed their full trust and expectations in the Party’s leadership, specifically regarding the socio-economic development policies, the maintenance of political security, and the protection of national border sovereignty.

Looking back on the 96-year journey since the Party’s inception, Việt Nam has risen from a poverty-stricken country to an independent, unified, and autonomous nation with an increasingly high position in the international arena. From a country exhausted after wars, the Party has led the renovation process, leading to the continuous improvement of the people’s lives. Trust in the Party’s leadership is firmly consolidated by the orientations set out by the 14th Congress, which evoke a spirit of solidarity and a desire to develop a prosperous and happy nation.

Concretizing these goals and aspirations into a vivid reality requires every Party organization, official, and member, especially leaders, to uphold a sense of responsibility and set an example in implementing the Resolution of the 14th National Party Congress by being proactive, creative, and daring to think, daring to do, and daring to take responsibility. In this frontier region of the Fatherland, the ethnic people of Điện Biên province express deep trust and expectations in the Party’s important decisions that have transformed their lives. Thanks to the practical care policies of the Party and the State, the ethnic people in Điện Biên enjoy a stable life, feel secure in their labor and production, and have seen a reduction in poverty rates.

Promoting the spirit of “Điện Biên Phủ in peacetime,” the Điện Biên provincial Party Committee successfully organized the 15th Congress, striving to build a well-developed province in the region by 2030, with economic development following a green, smart, and sustainable direction. This is a goal filled with difficulties and challenges for the Party Committee, the authorities, and the ethnic people of Điện Biên province because the provincial infrastructure, material resources, and human resources are still limited and do not yet meet development requirements.

However, with the pioneering and exemplary spirit of more than 49,000 Party members active in 49 Party organizations under the provincial Party Committee, Điện Biên is fully confident in striving to achieve the set goals. The political system and the two-level local government across the province have been arranged to be lean, strong, and efficient with 45 communes and wards, implementing digital transformation and improving efficiency to serve people and businesses. The capacity and qualifications of the officials and Party members are constantly being trained and enhanced, showing clear responsibility and specific tasks without reliance or passivity. The goals of economic development, improving people’s lives, political security, social order, and national border sovereignty are maintained through building a united and consensual community between the Party Committees, authorities, and the people of the entire province.

With the responsibility of looking straight at the truth and assessing it accurately to identify potential advantages as well as challenges and limitations, the provincial Party Committee has proposed key tasks and strategic breakthroughs for local development. The spirit of solidarity, consensus, great effort, and high determination are key factors for the Party Committee, authorities, and ethnic people in the province to realize the goals of the Resolution. To create a Điện Biên Phủ in the new era as directed by General Secretary Tô Lâm, the spirit of Điện Biên must be evoked, the spirit of the belief in victory, of solidarity, determination, the strength of great national unity, and the will to rise. It will be a victory of intellect, innovation, and the desire for development. This requires Điện Biên to build a contingent of officials and Party members with both virtue and talent, who constantly innovate themselves to meet mission requirements; strictly handle those who show signs of degradation in political ideology, ethics, and lifestyle; and overcome passivity, reliance, and the fear of responsibility in performing official duties.

The 15th provincial Party Congress identified three breakthroughs for Điện Biên to develop rapidly and sustainably: perfecting mechanisms and policies and improving provincial competitiveness; perfecting the socio-economic infrastructure system; and promoting tourism development into a spearhead economic sector with various forms. The implementation of these three breakthroughs is based on effectively exploiting the provincial potential and strengths with specific, appropriate solutions and clear responsibilities.

The Party Committee, authorities, and ethnic people of Điện Biên are asserting their determination to unite, maintain national border sovereignty, and promote the Điện Biên Phủ spirit to successfully achieve local socio-economic development goals, contributing to the successful implementation of the Resolution of the 14th National Party Congress. Today, on the roads, squares, offices, and villages, the national flag and the Party flag fly brightly; banners, slogans, and posters are arranged to create a prominent and solemn space. The ethnic groups of Điện Biên and the people of the whole country place their full trust in the Party’s leadership to lead the country toward steady development.
