That is the result of the proactive, serious, and synchronous implementation of security and safety assurance plans by the provincial armed forces throughout the time the 14th National Congress of the Party took place.

With the task of reconnaissance, firmly grasping the situation of the area, advising the party committee and commanders in ensuring national defense and security, and directly organizing forces for patrol, control, and maneuvering readiness when situations arise, the Armored Reconnaissance Company, provincial Military Command proactively built plans, organized forces, and was ready to perform tasks in all situations. All weapons, equipment, and technical means were carefully prepared and strictly checked by officers and soldiers. Along with that, reconnaissance, patrol, and control plans were organized regularly, ensuring early detection and timely handling of all arising situations.

At the Air Defense Observation Post under the provincial Military Command, during the days of the 14th Party Congress, the highest state of readiness was always maintained. Not a moment of negligence, avoiding being passive or taken by surprise, all duty shifts were organized continuously, strictly implementing the 24/24 hour combat readiness regime with absolute concentration. The system of binoculars, observation equipment, and communication means was thoroughly checked and operated smoothly. Every operation of officers and soldiers demonstrated precision and proficiency.

Lieutenant Colonel Nguyễn Văn Ngọc, Head of the Cultural House of the Political Department under the provincial Military Command affirmed that as soon as an abnormal signal or strange target appeared in the sky, information was immediately reported to the command post to timely assess, handle, and activate protection plans according to the process.

On the border line, border guard stations maintained strict combat readiness regimes, organized patrols and closed control of the area, especially key areas, trails, open paths, and border gates. Organizing reconnaissance, firmly grasping the internal and external border situation, proactively detecting and preventing illegal entry and exit activities, smuggling, illegal transportation of goods across the border, and acts of taking advantage of the border to infringe upon national security.

Along with professional measures, the provincial Border Guard force strengthened coordination with the authorities of communes, promoting the role of village elders, village heads, and reputable people in disseminating and mobilizing people to strictly obey legal regulations on the border, actively participating in detecting and denouncing violations. Thereby, building a solid all-people border defense posture, contributing to maintaining stability in the border area, ensuring absolute security and safety for the country’s major political event.

Along with the army, the provincial Police play a core role in ensuring political security and social order and safety. Before, during, and after the days of the National Party Congress, plans to protect key targets and important areas were deployed closely, and patrol and control work was strengthened. The Police force proactively grasped the situation, promoted the struggle and refutation of wrong and hostile information in cyberspace, and timely detected and prevented acts of using social networks to distort, incite, and cause insecurity and disorder.

At Điện Biên Phủ ward, with its position as the cultural, economic, and political center of the province, the Police force maintained 100% troop strength on duty, focusing on attacking and suppressing all types of crimes, proactively deterring and strictly managing suspicious subjects. Working groups strengthened inspections of accommodation facilities and conditional business lines regarding security and order, resolutely not letting criminals take advantage to hide and operate.

Combining professional measures, the Điện Biên Phủ ward Police promoted dissemination and mobilization of people to strictly obey the Party’s guidelines and lines, the State’s policies and laws, raising the spirit of vigilance, prevention, and struggle against plots and activities of enticing, inciting, and sabotaging by hostile forces.

“The highest goal determined by the unit is to protect the absolute safety of the 14th National Congress of the Party, creating a solid premise for security and order towards the election of deputies to the 16th National Assembly and deputies to People’s Councils at all levels, 2026 - 2031 tenure,” said Lieutenant Colonel Quàng Văn Xiến, Deputy Head of the Điện Biên Phủ ward Police.

Besides prevention work, the provincial Police promoted the struggle and suppression of criminal, drug, economic, and environmental crimes, resolutely handling strictly all acts of taking advantage of the situation to cause insecurity and disorder. Since deploying the peak campaign to ensure security serving the 14th National Congress of the Party, the entire force has detected 56 cases, arrested 66 subjects committing drug crimes; detected 16 cases, 23 subjects related to criminal and high-tech crimes; handled 39 cases, 41 individuals, and 1 organization violating in economic and environmental fields.

The 14th Congress of the Party has closed, but the requirement to ensure security and order in the new situation is increasingly high. From the achieved results, Điện Biên continues to determine the task of maintaining political security and social order and safety as a regular, long-term task associated with socio-economic development and ensuring national defense and security. With the close leadership of party committees and authorities at all levels, the efforts and responsibility of functional forces, along with the consensus and support of the people, security and safety work in the province will continue to be maintained, contributing importantly to the successful implementation of goals and tasks set by the 14th Party Congress as well as the Resolution of the provincial Party Congress, 2025 - 2030 tenure.
