To make the great festival of the entire people truly enter social life and be actively responded to by the people, one of the tasks of key significance is the work of widespread dissemination of the Party’s guidelines and the State’s policies and laws on elections. For Điện Biên province, the requirement is that dissemination work must be deployed flexibly, close to reality, suitable for the specific characteristics of the area and subjects, ensuring effectiveness and substance.

Điện Biên is a province with a large natural area, complex and strongly divided terrain; many highland, remote, and isolated communes are far from the province center. Socio-economic infrastructure still faces many difficulties, and investment resources are limited. The population distribution is not concentrated, the rate of poor and near-poor households is still high, and there is a disparity in intellectual levels between regions and population groups. Some areas still hide complex factors that may affect political security and social order and safety during the election time. The contingent of cadres and civil servants in some communes, especially in highland and border areas, does not have much experience in home affairs in general and election work in particular; the workload is large, task requirements are increasingly high, the schedule is urgent, and the content is complex.

In that context, election dissemination work plays the role of orienting awareness and creating unity in thought and action among cadres, party members, and all strata of people. Good dissemination will contribute to raising political awareness, civic consciousness, and consolidating the people’s confidence in the Party’s leadership and the State’s management; at the same time, proactively preventing and fighting against wrong views, malicious information, and plots to take advantage of the election to cause instability.

Grasping that requirement, dissemination work on the election of deputies to the 16th National Assembly and deputies to People’s Councils at all levels for the 2026 - 2031 tenure in the province is focused on synchronous implementation with key points by functional agencies and the press. Dissemination content closely follows the direction of the Central level and the province, clarifying the position and role of the National Assembly and People’s Councils at all levels in the political system; rights and obligations of citizens in elections; standards for elected deputies; new points of the Law on Election of Deputies to the National Assembly and People’s Councils along with implementation guidance documents. Dissemination messages are built in a concise, easy-to-understand direction, suitable for each group of subjects and each region.

On mass media, dissemination work is deployed promptly and methodically. The Điện Biên Newspaper and Radio - Television, along with the system of portals and electronic information pages of departments, sectors, and localities, have opened separate special pages and columns on the election, prioritizing full reflection of the stages of the election process, from preparation, consultation, establishing voter lists, and introducing candidates to the election day. As of the reporting time, the Điện Biên Newspaper and Radio - Television has published over 1,500 news items, articles, and dissemination photos on print newspapers, electronic newspapers, radio and television waves, and social network platforms of agencies and units. At the same time, opening a new column “Election of Deputies to the National Assembly and deputies to People’s Councils at all levels” on print newspapers. Notably, many news items and articles are edited and translated into Thai, Hmong, and English, contributing to bringing election information closer to ethnic minority compatriots and specific target groups in the area.

At the grassroots level, dissemination work is deployed flexibly, associated with the practical conditions of each locality. In Điện Biên Phủ ward, with advantages in information infrastructure and intellectual level, election dissemination is carried out with diverse forms and rich content. Nguyễn Thanh Tùng, Head of the Culture and Society Division of Điện Biên Phủ ward, said that the ward has carried out dissemination on FM waves; posted information on the ward’s facebook fanpage, electronic information page, and Zalo groups of residential groups. The content focuses on clarifying the meaning and importance of the election; rights and obligations of citizens; legal regulations on elections, candidate standards; tasks of ensuring security, order, and safety before and during the election day; and raising the spirit of proactive prevention and handling of arising situations.

In the highland commune of Pu Nhi, where the area is wide, the population is scattered, and socio-economic conditions still face many difficulties, dissemination work is organized in the direction of “going to every alley, knocking on every house”, associated with community activities. Nguyễn Đình Minh, Vice Chairman of the Pu Nhi commune People’s Committee, said that dissemination about the election is integrated by the commune into cell meetings, village meetings; through the commune’s electronic information page, radio stations, information loudspeaker clusters in villages, hanging banners, panels, and posters at village cultural houses and on main roads, creating a vibrant political atmosphere spreading to every household.

The harmonious combination between dissemination on mass media and direct dissemination at the grassroots; between the national language and ethnic languages; and between modern forms and traditional methods has been contributing to raising the awareness and responsibility of voters, creating social consensus, aiming for the successful organization of this important political event. That is an important foundation for the election day to truly become a festival of the entire people, expressing the will, aspirations, and mastery of the people of ethnic groups in the province.
