According to the Department of Construction’s assessment of the General Planning Project for the Điện Biên Phủ - Mường Thanh Inter-Ward Urban Area vision to 2050, the planning has defined the orientation for urban space development linked to its role as the political-administrative center of the province. It reasonably exploits the Mường Thanh valley landscape and promotes the values of historical, cultural, and tourism relics, while orienting the development of technical and social infrastructure systems toward synchronicity and sustainability.
During the finalization process, it remains necessary to continue reviewing indicators regarding population size, land, land use, urban infrastructure, environmental protection, relic protection corridors, flood drainage, and defense-security to ensure unity and synchronicity with higher-level planning and alignment with the local practical development conditions. The general planning dossier is fully qualified for the planning formulation agency to submit to the provincial People’s Committee for approval.
Regarding the General Planning for Pu Nhi commune, the project has defined orientations for overall spatial development, landscape architecture, and rural residential areas. It outlines specific zones for agricultural production, industry, handicrafts, craft villages, trade, and services to support economic growth, alongside orienting the development of technical and basic social infrastructure systems to meet the requirements of each phase. During the finalization process, indicators on land, land use, and environmental protection must continue to be reviewed to ensure consistency and synchronicity with higher-level planning and suitability for the practical development conditions of the locality.
For the electronic dossier involving the planning GIS geographic information system, the Department of Construction requested the Pu Nhi commune People’s Committee to ask the consulting unit to review and fully supplement data information, converting it into geographic data from the original source. The General Planning dossier is eligible for the planning formulation agency to submit to the provincial People’s Committee for consideration and approval. The Department’s planning appraisal report serves as the basis for the planning formulation agency to finalize the planning dossier as regulated, including both paper and electronic files, to submit to the provincial People’s Committee for approval in accordance with legal regulations on urban and rural planning.
At the meeting, representatives from departments, sectors, localities, and the consulting unit contributed opinions regarding the adjustment of zoning and multi-level planning, updating the relic system, regional-level industrial and logistics zones, and energy development planning issues. They also worked on determining the current status and orientations for smart cities within the General Planning Project for the Điện Biên Phủ - Mường Thanh Inter-Ward Urban Area vision to 2050 and the General Planning Project for Pu Nhi commune vision to 2045.
Concluding the meeting, Lò Văn Cương requested the consulting unit to absorb the contributed opinions and review all zonal plans, while urging localities to inspect construction works within their areas. The Office of the provincial People’s Committee must urgently send documents to seek opinions from members and synthesize them so that the Party Committee of the provincial People’s Committee can study and conduct voting before submitting the results to the Standing Board of the provncial Party Committee in the coming time.
