Điện Biên provincial People’s Committee holds June meeting

ĐBP - On the afternoon of June 26, the Điện Biên provincial People’s Committee organized its June 2026 meeting to review and provide opinions on multiple important contents.

Presiding over the meeting were Lê Văn Lương, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee, along with the Vice Chairmen of the provincial People’s Committee.

The meeting dedicated a substantial amount of time to discussing the draft resolution submitted by the Department of Agriculture and Environment regarding regulations on support policies for implementing agricultural restructuring toward concentrated, green, smart, and sustainable commodities, as well as regulations on the quantity, standards, and benefit policies for commune-level agricultural extension and veterinary collaborators. The participating opinions focused on clarifying the necessity of issuing these policies, while requesting a review of the regulation scope and beneficiary targets to guarantee that the policies align with practical conditions and maintain high feasibility.

Regarding this content, provincial People’s Committee Chairman Lê Văn Lương reached a consensus to approve the principles for the contents submitted by the Department of Agriculture and Environment. He requested a re-evaluation of the annual allocation principles and targets, alongside researching transitional regulations for the veterinary collaborator policy once the new resolution takes effect to ensure synchronization and consistency with the previous resolution.

The delegates discussed and agreed on multiple vital contents to submit to the provincial People’s Council and issue within their local authority. These encompassed Submissions and draft Resolutions regarding adjustments to the Housing Development Program for the 2021 - 2030 period with a vision to 2045, regulations on spending levels to support the organization of physical training and sports competitions alongside spending levels for sports team members in the province, legal dissemination and education work, public investment capital allocation, and the execution of national target programs.

The session also reviewed numerous draft decisions of the provincial People’s Committee related to the decentralization of financial management, cultural heritage management, preferential policies and regimes for meritorious individuals to the revolution, their relatives, and direct participants in resistance wars within the province, land information system management, state secret protection, alongside multiple contents in the land and agricultural sectors.

Particularly, regarding Submission No. 4267 dated June 24, 2026, by the Department of Finance on the draft Resolution detailing the principles, criteria, and norms for allocating State budget capital to execute the National Target Program on Drug Prevention and Control through 2030 in Điện Biên province, a consensus was reached to defer this content for consideration at the next meeting.

In addition to the 13 contents discussed directly, the provincial People’s Committee sought written opinions via ballots from its members regarding 6 contents. These included the draft resolution on health insurance support for people living with HIV/AIDS, the review report on leadership and governance performance in the first six months of 2026, the list of projects requiring land recovery in 2026, and several draft decisions in the fields of agriculture, land, and state secret protection.

Delivering his concluding remarks, provincial People’s Committee Chairman Lê Văn Lương requested departments and sectors to seriously absorb all opinions fully, urgently reviewing and finalizing the Submissions and draft Resolutions to ensure quality and strict compliance with legal regulations before submitting them to competent authorities for review and issuance.
