Representatives of departments and sectors - the drafting agencies - presented six items, starting with the provincial medium-term public investment plan using local budget capital for the 2026-2030 period. This was followed by a proposal to issue a resolution regulating the principles, criteria, and allocation norms of State budget capital for implementing the national target program on drug prevention and control until 2030 in the province, as well as a proposal to issue a resolution approving the scheme on force organization, training, operations, and policies for the provincial self-defense militia for the 2026-2030 period.
Additionally, the delegates heard a proposal submitted to the provincial People’s Council to enact a resolution on the quantity, titles, allowance levels, support levels, concurrent titles, and concurrent allowance levels for part-time workers and participants in activities within villages and residential groups across the province. The final items included a draft resolution regulating support levels for forces engaged in drug prevention and control in the province, along with a draft decision of the provincial People’s Committee establishing the set of criteria for new rural communes and modern new rural communes for the 2026-2030 period in the locality.
During the meeting, numerous opinions focused on clarifying principles, capital allocation criteria, investment priorities, and resource balancing capacities to ensure the efficient utilization of public investment capital.
Regarding the draft scheme on force organization, training, operations, and policies for the provincial self-defense militia for the 2026-2030 period, the provincial People’s Committee Chairman requested the leading agency to review and perfect the scheme toward a concise and scientific format. He stressed the need to supplement the execution results of the 2021-2025 period, clarify the necessity of building the scheme for the new phase, and simultaneously materialize goals, targets, and contents to serve as a baseline for evaluating implementation efficiency.
With respect to the draft resolution regulating the quantity, titles, allowance levels, and support levels for part-time workers and participants in activities within villages and residential groups, delegates noted that this content carries vital significance, directly impacting organizational consolidation and upgrading the operational efficiency of the grassroots level workforce following the implementation of the two-level local government model. The provincial People’s Committee Chairman requested the drafting agency to continue reviewing and unifying expressions to ensure tightness, clarity, and convenience during the implementation process.
Speaking at the meeting, provincial People’s Committee Chairman Lê Văn Lương requested departments and sectors to fully absorb the delegates’ feedback, review and supplement missing contents, rectify inappropriate points, and complete dossiers and proposals to guarantee quality and progress.
Regarding the draft resolution regulating support levels for forces engaged in drug prevention and control in the province, Chairman Lê Văn Lương requested the provincial Police - the lead agency in drafting the document - to continue researching, supplementing, and perfecting it for submission and consideration in the coming time. For other contents within the authority of the provincial People’s Committee, the Chairman requested the drafting agencies to seek written opinions from delegates before making decisions.
