Điện Biên Police well implements “Three Best” emulation movement

ĐBP - Immediately after the Ministry of Public Security launched the “Three Best” emulation movement, comprising: “Most Disciplined - Most Loyal - Closest to the People,” the Điện Biên provincial Police issued Plan No. 4754/KH-CAT-PX03 to organize the movement.

Units across the entire force quickly concretized the guidelines into actions and continuously scored many outstanding feats, contributing to safeguarding security and order right from the early days of implementation.

The provincial Police determined the “Three Best” emulation movement as a pillar and key movement in the 2025 - 2030 period. Party committees, leaders, and commanders of units quickly concretized it into practical action programs, associating emulation with regular political tasks. The theme “Discipline is the foundation - Loyalty is the core - Closeness to the people is the measure” was thoroughly grasped by 100% of officers and soldiers, becoming a consistent action in professional work.

The content of “Most Disciplined” emulation was identified by the provincial Police as the foundation for building organizational strength and the fighting power of the force. Accordingly, units strictly observe regulations, discipline, and working processes; absolutely obey orders; uphold personal and collective responsibility; and simultaneously conduct regular inspections and supervision. Immediately after the movement was launched, units within the provincial Police continuously achieved many outstanding feats.

The civil electricity infrastructure project in the two villages of Phảng Củ and Háng Chua (Sáng Nhè commune), presided over by the Ministry of Public Security and directly implemented by the provincial Police, includes a 35kV transmission line, 2 transformer stations, and a low-voltage system, ensuring safe and stable power supply for 150 households. Notably, on December 9, 2025, the Criminal Police Division under the provincial Police successfully investigated and arrested a subject who caused a particularly serious murder case in Mốc 4 village, Mường Chà commune. Case records show: At about 00:30 on December 7, 2025, Mrs. Sùng Thị Chư (born in 1955), residing in Mốc 4 village, Mường Chà commune, was critically injured by a subject using a flintlock gun in her own yard and later died.

Upon receiving the report, the Criminal Police Division coordinated with forces to urgently examine the scene, organize investigation and tracking. In less than 24 hours, the police force clarified and arrested the suspect Sùng A Vảng (born in 1986), residing in the same village. At the police station, the subject confessed that due to superstition and suspicion that the victim “cast spells” causing his relatives to fall ill, he prepared a flintlock gun to commit the crime. Solving the case in less than 24 hours clearly demonstrated the bravery, sense of responsibility, and professional capacity of the police force, contributing to reassuring public opinion and affirming the practical effectiveness of the “Three Best” emulation movement.

During the peak campaign to attack and suppress crimes to ensure security and order serving the 14th National Party Congress, the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026 - 2031 tenure, and the 2026 Lunar New Year, “Most Loyal” emulation is identified as the central content. Police of units and localities have proactively deployed synchronous professional measures, strengthened patrols and control, and promptly handled situations to prevent the formation of “hotspots” or complexities.

As a result, many dangerous drug rings and groups have been dismantled. Typically, in the early morning of January 17, 2026, in the area of Mạy Hốc village, Si Pa Phìn commune, the provincial Police successfully cracked Case 126P, arresting subject Tráng A Páo (born in 1982), residing in Mường Chà commune, while illegally transporting a large quantity of narcotics. Exhibits seized included 10 cakes of drugs, including 8 cakes of heroin and 2 cakes of synthetic drugs (pink pills). Police of communes and wards also continuously detected and arrested many cases of illegal storage and trading of narcotics, contributing to deterring and suppressing law violations, maintaining security and order right from the grassroots level.

The “Three Best” emulation movement is demonstrated by the provincial Police force through activities serving the people. A typical example is the organization and implementation of the project to bring the national power grid to the two villages of Phảng Củ and Háng Chua (Sáng Nhè commune). Right from the moment the Ministry of Public Security had the policy to implement the project, officers and soldiers of the provincial Police proactively stepped in, “sticking to the villages, sticking to the people,” coordinating with relevant units to ensure security and order, mobilizing people’s consensus, and joining efforts to deploy the work on schedule. The project has practical significance for social security, contributing to consolidating the people’s trust in the Party, the State, and the police force.

Flexibility in implementation, taking the effectiveness of ensuring security and order in each field and stability from the grassroots level, has helped the “Three Best” emulation movement promote efficiency, creating a spillover effect and motivation in the performance of tasks of each officer and soldier. Thereby, contributing to safeguarding political security and social order and safety, especially in the context that Điện Biên province is focusing on ensuring security and safety for the preparation and organization of the election.
