Carrying forward that glorious tradition, across the heroic land of Điện Biên Phủ, generations of officers and soldiers of the Điện Biên provincial Police have continually demonstrated political fortitude and determination to defend national independence, sovereignty, unity, and territorial integrity, firmly protecting national security in the new era while contributing to creating a stable environment for sustainable local development.

Born amid the fervent atmosphere of the August Revolution in 1945, throughout 81 years, the People’s Public Security force has accompanied the nation through arduous war years as well as peacetime, renewal, and integration. Resounding feats, silent sacrifices, and numerous noble awards bestowed by the Party and State across various periods serve not only as recognition of great contributions by the People’s Public Security force, but also affirm its revolutionary nature, heroic tradition, and sacred oath “to sacrifice for the nation and serve the people.”

Within that historical continuum, on January 10, 1953, the Party Affairs Committee of Lai Châu province decided to establish the Lai Châu provincial Police Department, the predecessor of today’s Điện Biên provincial Police. Over 73 years, the Điện Biên provincial Police force has steadily matured and expanded in all aspects, joining armed forces and local people in defending the strategic borderland in the westernmost region of the Fatherland.

Amid the heroic atmosphere of historic August days, the Điện Biên provincial Police are enthusiastically emulating to score practical achievements celebrating the 81st anniversary of the Traditional Day of the Việt Nam People’s Public Security and the 21st anniversary of the “All People Protect National Security” Festive Day. Upholding traditions and performing its core role, the provincial police force has built and consolidated a people’s security posture closely integrated with the all-people national defense posture, firmly safeguarding the impregnable fortress along the nation’s frontier, maintaining political security, social order, and safety, and effectively serving local socioeconomic development tasks.

As a mountainous, border province characterized by vast, rugged terrain with numerous trails and open paths, Điện Biên holds an exceptionally vital position in national defense and security strategy. In the context of rapid, complex, and unpredictable developments globally and regionally, maintaining security and order across the province presents many new requirements. Beyond confronting drug-related crimes, the police force must proactively respond to high-tech crimes, transnational syndicates, and increasingly sophisticated online fraud schemes.

Facing these challenges, the Party Committee and Directorate of the provincial Police have proactively advised the provincial Party Committee, the provincial People’s Committee, and local authorities to synchronously deploy measures maintaining security and order. A central focus is decisively implementing the National Target Program on Drug Prevention and Control, building “drug-free communes and wards,” and working toward making Điện Biên a “drug-free province” by 2030.

Specialized units and commune-level police forces have simultaneously deployed decisive operational measures. From reviewing and managing drug addicts and illegal drug users, dismantling complicated hotspots, and maintaining patrol teams along key traffic routes to coordinating closely with Border Guard and Customs forces to block narcotics right at border areas and border gates, a comprehensive and continuous combat posture has been established. In the first six months of 2026, the provincial Police successfully solved major special cases, dismantling large inter-provincial and transnational drug rings, uncovering and arresting 285 cases and 371 suspects, accounting for over 77% of all criminal cases. In combating high-tech and transnational crimes, particularly online fraud and cyberspace property appropriation, multiple major cases were cracked. This included dismantling a criminal organization in the Golden Triangle area (Bokeo, Laos), prosecuting 11 cases, arresting 67 defendants across multiple provinces and cities, and seizing over 1,000 devices and documents related to cyber fraud.

Following more than three years of executing Resolution 12 of the Politburo on building a truly clean, strong, regular, elite, and modern People’s Public Security force meeting task requirements in the new situation, Resolution 22 of the provincial Party Committee, and over a year of operating under the two-tier local government model, the provincial Police have achieved major outcomes in Party building, force building, and security maintenance.

The organizational apparatus of the provincial Police and commune-level police continues to be streamlined, strong, and highly efficient. Material foundations, technical equipment, science, and technology have received synchronized investments. Professional qualifications, political mettle, and public service ethics among officers and soldiers have been continually elevated, meeting operational requirements amid new security dynamics.

Practical experience proves that no shield is sturdier than the strength of public trust and support. Therefore, the Điện Biên Police consistently define building the “All People Protect National Security” movement as a central task, creating a firm foundation for maintaining security and order right from the grassroots level.

Through 21 years (August 19, 2005 - 2026) of building and growth, the “All People Protect National Security” Festive Day has become a major event for the entire population, awakening the responsibility of every cadre, party member, and citizen in national security defense and social order maintenance. Every citizen, organization, and family clan serves as a sturdy fortress, while every street and village forms a peaceful trench. Through the movement, local people have provided tens of thousands of valuable tip-offs, assisting the police in investigating tens of thousands of cases, while effectively reforming, educating, and reintegrating offenders into the community. Self-management models such as “Safe Residential Area,” “Self-Governing Clan,” “Parish Without Crimes,” “Self-Governing Inter-Household Group,” and “Peaceful School” have been maintained and expanded, preserving security at the grassroots level. To deepen the movement, the provincial Police advised party committees and authorities to effectively implement the Prime Minister’s Decision No.521, progressively refining the mechanism where the Party leads, the State manages, and the people master the maintenance of security and order at the grassroots level, while coordinating with the Việt Nam Fatherland Front Committee to link the movement with the campaign “All people unite to build a cultural life in residential areas” and other patriotic emulation movements.

Behind each major case or accomplishment stands the image of dedicated officers and soldiers quietly attached to the grassroots day and night, staying close to the people, understanding them, and whole-heartedly serving them. This represents the core value that the Điện Biên Police force continually fosters through the “Three Best” emulation movement launched by the Ministry of Public Security. Guided by the motto “Discipline is the foundation - Loyalty is the core - Closeness to the people is the measure,” the movement reflects high political determination translated into practical action programs.

The 81-year glorious history of the Việt Nam People’s Public Security force and the 73-year tradition of building, fighting, and maturing of the Điện Biên Police are marked not only by feats in defending national security and social order, but also built upon countless silent sacrifices, devotion, and high responsibility of generations of officers and soldiers.

The 81-year tradition of “sacrificing for the nation and serving the people” continues to be enriched by a spirit of renewal, responsibility, dedication, and aspiration to contribute. Beneath the glorious banner of the Party and before the trust of the people, today’s generation of officers and soldiers of the Điện Biên provincial Police stand confident in continuing their predecessors’ path, serving as a dependable anchor, building a solid posture of people’s hearts, safeguarding national border sovereignty, maintaining security and order, and joining the entire Party and nation in steadily advancing into a new era of development.
