Điện Biên needs to prioritize synchronized development of services, tourism, and border gate economics

ĐBP - The Government Office has just issued Announcement No.404/TB-VPCP concluding the meeting of Prime Minister Lê Minh Hưng with the Standing Board of the Điện Biên Provincial Party Committee.

According to the Announcement, Điện Biên province’s GRDP growth rate in the first six months of 2026 reached 8.67%, higher than the national average of 8.18%. The economic structure shifted positively, with the service sector accounting for 62.35% of GRDP and continuing to hold its role as the primary driving force. Major sectors maintained solid growth momentum, as reflected by the industrial production index (IIP) rising 16.03%, total retail sales of goods and consumer service revenue climbing 14.86%, and import-export turnover increasing 26.68%. The province welcomed nearly 1 million tourist arrivals, representing a 20% year-on-year increase and generating over VND 1,700 billion in revenue. State budget collection reached 68.08% of the target assigned by the Central Government, while public investment capital disbursement led the entire nation at 54.3% of the plan, with central budget capital reaching 51.6% and local budget capital hitting 78.01%.

The province focused on accelerating key projects; the two-tier local government model operated with fundamental stability and smoothness; Politburo Resolution No.57-NQ/TW was executed forcefully and synchronously; and administrative procedures were streamlined and reformed. Cultural, social, educational, medical, sustainable poverty reduction, and employment sectors received ongoing attention, while the 500-Day-and-Night Campaign to search, gather, and identify martyrs’ remains was aggressively deployed. National defense and security were firmly maintained, ethnicity and religion received due attention, and foreign affairs, economic cooperation, and cultural exchanges with neighboring border localities were stepped up.

Alongside these achievements, several limitations and difficulties persist. First-half growth missed the targeted scenario, putting immense pressure on the second half, which requires growth above 13.07% to fulfill the full-year target of 11.02%. The economic scale remains modest, ranking 33rd out of 34 nationwide. Economic structural transformation remains slow, border trade and border gate economics have not matched their potential, high-value-added sectors hold small shares, and growth momentum lacks deep sustainability. Total social investment capital remains limited without major high-tech projects. Long-standing bottlenecks surround compensation, site clearance, and land use purpose conversion, while human resource quality and educational or infrastructure gaps across regions remain significant. A section of the population - especially in remote, ethnic minority areas - faces ongoing hardships with high poverty rates and frequent natural disaster impacts.

The Prime Minister requested Điện Biên province to continue thoroughly understanding and forcefully deploying the Resolution of the 14th National Party Congress, Central Party resolutions, and key strategy decisions, particularly Conclusion No.18-KL/TW dated April 2, 2026, of the Second Plenum of the 14th Party Central Committee, alongside strategic Politburo resolutions and Government decisions.

The province must execute growth-boosting solutions decisively in the second half to guarantee the full-year target of 11.02%. It must review and update monthly, quarterly, and sectoral growth scenarios, identify remaining headroom, exploit advantages, develop spearhead sectors, create new growth drivers, and assign specific leadership responsibilities to each member of the Provincial Party Standing Board. Furthermore, the province needs to renovate its growth model in line with local advantages, innovate mindsets, and proactively propose special mechanisms and policies to unblock bottlenecks.

In this process, Điện Biên needs to prioritize the synchronized development of services, tourism, and border gate economics - step-by-step shaping a goods transshipment hub and developing national border trade. The province should leverage the Special National Relic Site of the Điện Biên Phủ Battlefield, historical-cultural heritage systems, and distinctive landscapes such as the Mường Thanh Field and the Bauhinia Flower Festival to develop experiential tourism and form characteristic tourism products and services.

The province needs to propel mineral mining and deep-processing industries alongside environmental protection, while developing renewable energy, including wind and solar power, efficiently and modernly. Agriculture must develop toward concentrated, deep-processed, high-value, and sustainable commercial production, focusing on key products with clear traceability such as macadamia, Arabica coffee, Shan Tuyết tea, and medicinal herbs.

The Prime Minister requested Điện Biên province to maintain its top-tier public investment disbursement pace, striving to disburse 100% of allocated capital by the end of 2026. Resources must be prioritized for key projects, including Phase 1 of the Sơn La - Điện Biên - Tây Trang Border Gate Expressway, the 220kV Điện Biên Transmission Line and Substation, and rural electrification projects. The province must decisively reallocate capital from slow projects to well-disbursed ones.

It must complete the mid-term public investment plan allocation for the 2026-2030 period in line with Central directives, ensuring capital is distributed with focus and reducing the total number of projects by at least 30% compared to the 2021-2025 period. National target programs must be strictly managed to prevent overlap, dispersion, or waste.

Executing adjusted provincial planning must align synchronously with national and regional plans. The province needs to materialize the “four growth poles” model, focusing on developing the Điện Biên Phủ - Mường Thanh - Mường Phăng central pole as the core growth nucleus. Prolonged backlog projects must be resolved with concrete outputs within 2026. Connecting infrastructure investments should maximize the advantages of Điện Biên Airport, creating strategic spatial axes to make Điện Biên an economic connection hub for the region.

Finally, Điện Biên needs to refine policies, improve the business environment, cut administrative costs for citizens and enterprises, step up decentralization, and elevate governance capacity as a competitive advantage. Social welfare, education, healthcare, and sustainable poverty reduction policies - especially in ethnic minority and border zones - must be implemented effectively, including the completion of 9 multi-level boarding schools. Maintaining national defense, border sovereignty, and cooperation with Northern Lao provinces and Yunnan province (China) will further drive border gate economics, attract investment, and build a clean, strong Party system.
