Điện Biên needs to develop a new growth model

ĐBP - Continuing the working program in Điện Biên, this morning (March 20), Vice Chairman of the National Assembly Trần Quang Phương and the working delegation had a meeting with Điện Biên province.

Joining the delegation at the meeting were Secretary of the provincial Party Committee Trần Quốc Cường, Standing Deputy Secretary of the provincial Party Committee Mùa A Sơn, Chairman of the provincial People’s Council Lò Văn Phương, and Standing Vice Chairman of the provincial People’s Committee Phạm Đức Toàn.

During the meeting, Vice Chairman of the National Assembly Trần Quang Phương summarized the key findings from the delegation’s field survey in Điện Biên, focusing on socio-economic development in connection with ensuring national defense and security, foreign affairs, and the reorganization of administrative units and streamlining of the apparatus.

The Vice Chairman of the National Assembly shared with the provincial leaders some strategic orientations for socio-economic development and the Party Central Committee’s policies on consolidating grassroots organizational structure to enhance the effectiveness and efficiency of the political system.

Based on the actual survey results, to ensure economic growth and fulfill the set objectives and targets for 2025 and the following years, Vice Chairman of the National Assembly Trần Quang Phương requested Điện Biên to focus on several key tasks. Specifically, the province needs to develop a new growth model, orienting towards making tourism a spearhead economic sector; promoting commodity agriculture linked to the application of science and technology, digital transformation, and high technology; while taking the private economy as the key driving force for development. At the same time, the province must streamline and consolidate its administrative apparatus towards compactness, effectiveness, and efficiency, creating a foundation for a fast, sustainable, and stable growth model.

The Vice Chairman of the National Assembly emphasized that Điện Biên should pay special attention to leadership, direction, and effective implementation of national target programs; striving to comprehensively achieve targets in education and healthcare. Importantly, economic development must be associated with ensuring national defense and security, and effectively leveraging border gate economic potential to create a driving force for comprehensive local development.

Secretary of the provincial Party Committee Trần Quốc Cường briefed the delegation on the province’s notable achievements in socio-economic development, national defense and security, and foreign affairs. He particularly highlighted the province’s efforts in promoting border gate economic development in Mường Nhé district. In the coming time, Điện Biên will continue to focus on addressing employment issues in connection with stabilizing people’s living conditions, creating a sustainable foundation for social welfare. The province will prioritize tourism development linked with agriculture, leveraging its natural landscape advantages and the cultural identity of ethnic groups; and will promote the training of high-quality human resources. At the same time, efforts will be made to enhance resources for building defense works, firmly ensuring national defense.

To effectively implement the set goals and tasks, Điện Biên proposed that the Party Central Committee and the National Assembly continue to pay attention and support the province in opening more international flight routes to boost development and connect tourism between Điện Biên and northern provinces of Laos, Thailand, and China. The province also proposed special priority policies and support for mountainous provinces, including Điện Biên, to fully exploit available potentials and advantages, especially in the fields of sustainable agroforestry development; and to promote the exploitation of renewable energy sources such as wind power, solar power, and biomass energy. In addition, the province hopes to receive support from the Party Central Committee in implementing breakthroughs in digital transformation across all fields, contributing to the modernization of the economy and enhancing local management and governance efficiency.

Earlier, Vice Chairman of the National Assembly Trần Quang Phương and the working delegation visited and presented gifts to the Economic - Defense Unit 379 (Si Pa Phìn commune, Nậm Pồ district).
