Điện Biên convenes first session of 16th provincial People’s Council, term 2026-2031

ĐBP - On the morning of March 30, at Hall 2A of the Điện Biên provincial People’s Committee, the 16th provincial People’s Council for the 2026-2031 term officially opened its first session.

Lê Thành Đô, Standing Deputy Secretary of the provincial Party Committee and Chairman of the 15th provincial People’s Council, presided over and directed the session.

High-ranking attendees included Trần Tiến Dũng, Member of the Party Central Committee and Secretary of the provincial Party Committee, along with members of the Standing Board of the provincial Party Committee, National Assembly delegates, and leaders from various provincial departments, sectors, and mass organizations.

In his opening remarks, Lê Thành Đô emphasized that during the 2021-2026 term, the provincial People’s Council demonstrated significant innovation in both its content and operational methods. The council tried to overcome difficulties and effectively fulfilled its duties according to the Constitution and the law. He noted that the quality of sessions has been elevated, supervision activities have become more focused and in-depth, and many important decisions and practical policies were issued and implemented effectively, receiving strong support and high praise from the public.

Moving into a new phase of development, with high determination from the entire Party, government, and residents, Điện Biên is aiming for a major goal: to become a province developed toward a green, smart, and sustainable economy by 2030, serving as one of the regional tourism centers and achieving a high level of development within the area.

Alongside favorable opportunities, there remain significant challenges ahead. The requirements for all levels and sectors are heavy, making the role and responsibility of the provincial People’s Council particularly vital. Lê Thành Đô called upon the Council, its Standing Board, its boards, and every individual delegate to inherit the lessons and achievements of previous terms while continuously innovating to better serve as representatives of the people in the new situation.

During this session, the provincial People’s Council will consider and decide on several critical matters. This includes hearing reports from the provincial Election Committee on the results of the election and the confirmation of delegate status for the 16th term, as well as a summary of voter petitions from the Vietnam Fatherland Front Committee.

Crucially, the session will conduct elections for key leadership positions under the Council’s authority, including the Chairman, Vice Chairmen, and Heads of Council Boards for the 2026-2031 term. It will also elect the Chairman, Vice Chairmen, and members of the provincial People’s Committee, as well as assessors for the provincial People’s Court and regional courts. Other tasks include establishing the Council’s Ethnic Board and passing a resolution on the plan for regular sessions in 2026.

Providing guidance at the session, Secretary Trần Tiến Dũng emphasized that the 2026-2031 term represents a new development era as Điện Biên and the rest of the country enter a national “era of rising.” To successfully implement the Resolution of the 15th provincial Party Congress and the 14th National Party Congress, the Provincial Party Executive Committee requested the Council and the People’s Committee to focus on several core tasks. Among these, the personnel work for the new term is identified as a particularly important mission. Based on the personnel plan from the 15th provincial Party Congress, the selection process was conducted strictly, objectively, and democratically.

Secretary Trần Tiến Dũng called on the delegates to exercise their sense of responsibility and wisdom in choosing individuals who truly represent high quality, capacity, and prestige to take on these heavy responsibilities. This selection will ensure comprehensive Party leadership, improve the effectiveness of state management, and create a solid foundation for the entire term. He also urged the Council to maintain close contact with voters, listen to and be supervised by the people, and reflect their legitimate aspirations honestly and promptly. Furthermore, strengthening coordination with central and provincial agencies will ensure the Council remains a worthy representative of the will and mastery of the people as the State’s power organ at the local level.
