Trần Tiến Dũng, Member of the Party Central Committee, Secretary of the Điện Biên provincial Party Committee, Head of the provincial National Assembly Deputy Delegation, and Head of the Steering Committee, along with members of the Standing Board of the provincial Party Committee, chaired the session.
According to the report by the Steering Committee, during the second quarter of 2026, Điện Biên province deployed 29 tasks according to the plan, of which 24 tasks were finalized, 5 tasks are progressing on schedule, and no tasks are overdue. For the 15 tasks assigned under Notice No.39-TB/BCĐ dated April 25, 2026, 5 tasks have been definitively completed to create an important legal foundation and digital infrastructure for the province, while the remaining 10 tasks are being deployed in strict accordance with the set roadmap to guarantee target progress.
Implementing price-stable socio-economic targets under Resolution No.17-NQ/TU of the Executive Board of the provincial Party Committee, the proportion of the digital economy within the local GRDP is estimated to reach over 16%, approaching the target of 17% by the end of 2026, while the contribution share of science, technology, innovation, and digital transformation is estimated at 16.5%. Various sectors and fields have basically completed their second-quarter growth scenarios, laying a solid foundation to achieve the double-digit GRDP growth target in 2026.
Closely following the motto of “Breakthrough actions, spreading results,” the province focused on deploying multiple key models and tasks, such as developing coffee and macadamia raw material zones tied to deep processing, applying unmanned aerial vehicles (UAVs) in agricultural production, utilizing artificial intelligence in healthcare, and accelerating smart tourism, e-commerce, cashless payments, alongside the innovation ecosystem. These initial outcomes indicate that science, technology, innovation, and digital transformation are step-by-step becoming vital driving forces to boost economic growth and upgrade the province’s competitive capacity.
In the third quarter of 2026, Điện Biên province will continue to concentrate on executing synchronous tasks regarding the development of science, technology, innovation, and digital transformation. The primary focus lies in finalizing mechanisms and policies and arranging resources, accelerating the pace of key projects on digital infrastructure, databases, and digital government, and driving artificial intelligence applications across the fields of healthcare, education, and agriculture. Concurrently, the province will enhance information security assurance, develop digital human resources, and expand cooperation with research institutes, universities, and technology enterprises to generate extra momentum that drives digital transformation and innovation, contributing to the effective execution of local socio-economic growth goals.
During the session, members of the Steering Committee contributed opinions on untangling difficulties and snags in deploying science, technology, innovation, and digital transformation development, particularly addressing bottlenecks regarding resource allocation and the disbursement of public investment capital allocated for these fields, while proposing comprehensive solutions to execute tasks in the third quarter.
Delivering his concluding remarks, Secretary Trần Tiến Dũng requested all agencies and units to continue conducting a comprehensive review of tasks related to science, technology, innovation, and digital transformation development. He stressed the need to focus on resolving snags to accelerate the implementation pace of key projects and schemes, such as the digital transformation-applied tourism project, the low-altitude space economy scheme, and the finalization of the Provincial Data Center to effectively serve management, governance, socio-economic development, and national defense and security assurance.
The Secretary required urgent research and advice to issue mechanisms and policies that support innovation, alongside constructing support funds to generate resources for task deployment. He highlighted the importance of step-by-step attracting high-tech enterprises to shape an innovation ecosystem and a digital transformation business community within the province, while concurrently boosting digital transformation within Party organs and maintaining close coordination to receive and apply new technologies transferred by the Vietnam Academy of Science and Technology.
Underscoring the requirement of taking practical efficiency as the benchmark, the Secretary requested Steering Committee members to closely monitor each specific task and product, clearly defining output results and the capability for practical application to upgrade work performance. At the same time, units must proactively arrange funding sources to deploy tasks and projects regarding science, technology, innovation, and digital transformation. He assigned the Office of the Provincial Party Committee to coordinate with the Department of Science and Technology to review and clearly determine the completion progress of products, ensuring they are brought into exploitation and effective application in reality at an early stage.
