From the province level down to the grassroots level, the concretization of the resolution is being transformed into specific actions, gradually creating distinct and positive changes across the region.

The action program of the Executive Board of the provincial Party Committee focuses on major pillars, including developing the Điện Biên economy toward a green, smart, and sustainable direction; innovating the growth model; and building a clean, comprehensively strong Party and political system. These efforts are centered around three clear breakthroughs involving institutional reform, the development of high-quality human resources combined with the renovation of cadre work, and the development of synchronous and modern infrastructure.

Within this framework, the private sector is identified as a vital driving force, with a goal that by 2030, the entire province will have over 2,500 effectively operating enterprises contributing approximately 40% of the GRDP. In agriculture, the orientation is shifting from “agricultural production” to an “agricultural economy,” linked with the application of science and technology, digital transformation, and the formation of large-scale concentrated commodity production areas covering about 70,000 hectares. Parallel to these goals is the requirement to sharply reduce administrative processing times and create a transparent investment environment. Infrastructure development is tied to modern urban growth, particularly along the economic corridors of National Highway 279 and the Điện Biên-Sơn La-Hà Nội expressway, alongside the Điện Biên Airport, which are seen as levers to open new development spaces.

At Búng Lao commune, the spirit of the 14th Congress Resolution and the Action Program of the provincial Party Committee has been concretized through Action Program No.26-CTr/ĐU issued on March 20, 2026. To ensure feasibility, Búng Lao commune developed specialized resolutions, such as Resolution No.04-NQ/ĐU on agricultural restructuring linked to new-style rural development and sustainable poverty reduction for 2025-2030, and Resolution No.06-NQ/ĐU on infrastructure development and regional urban growth along National Highway 279. Each resolution is accompanied by a specific action program, plan, and objective.

Closely following the province’s orientation, the Búng Lao commune Party Committee issued action programs with a clear approach, assigning specific responsibilities and timelines to each level and department. The focus is on exploiting local advantages, specifically prioritizing key crops like coffee, macadamia, and fruit trees in agriculture. Regarding transportation, priority is given to upgrading roads connecting production areas and developing green urban spaces along National Highway 279. In tourism, the commune is building community-based and experiential tourism spots linked to coffee cultivation. Digital transformation is also being systematically implemented, ranging from digitizing administrative procedures to guiding residents on e-commerce, thereby gradually forming a digital economic mindset in rural areas.

Currently, Búng Lao commune is forming concentrated economic zones with 767 hectares of coffee, 250 hectares of fruit trees, 205 hectares of macadamia, and 10.6 hectares of tea. The goal of planting 1,000 hectares of coffee, 150 hectares of fruit trees, and 900 hectares of macadamia by 2030 is considered well-founded. Transportation infrastructure has seen positive shifts, with 53% of internal and inter-village roads now hardened. Major projects such as the An Lạc Viên cemetery, the central commune market, and landslide prevention embankments have been invested in, changing the face of the commune center. Technical infrastructure has achieved positive results, with over 98% of households using the national power grid and communication systems expanded so that 39 out of 39 hamlets have satellite TV coverage.

The implementation of the 14th Party Congress Resolution in Điện Biên province and Búng Lao commune is being realized through specialized resolutions and action programs. With a systematic approach focused on local practicalities, the socio-economic landscape of Búng Lao commune is expected to undergo a strong transformation in the coming term.
