The ceremony was held in person at the Innovation Center of Điện Biên province and connected online with the bridge point of the Ministry of Science and Technology.

Attending the ceremony at the Điện Biên province bridge point were Trần Tiến Dũng, Secretary of the provincial Party Committee; Lê Thành Đô, Permanent Deputy Secretary of the provincial Party Committee, Chairman of the provincial People’s Council; Lê Văn Lương, Deputy Secretary of the provincial Party Committee, Chairman of the provincial People’s Committee; Mùa A Vảng, Alternate Member of the Party Central Committee, Deputy Secretary of the provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province.

Also attending the ceremony were the members of the Standing Boards of the provincial Party Committee, the provincial People’s Committee, and the Vietnam Fatherland Front Committee of the province; leaders of the provincial People’s Committee along with representatives of leaders of departments and branches; members of the Steering Committee on science, technology, innovation, digital transformation development and Project 06 of Điện Biên province.

At the Ministry of Science and Technology bridge point, attending the announcement ceremony was Bùi Hoàng Phương, Deputy Minister of Science and Technology, along with representatives of leaders of Departments, Agencies, and Institutes under the Ministry of Science and Technology.

Speaking at the ceremony, Lê Văn Lương, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee, affirmed that the establishment of the provincial Innovation Center is a specific and practical activity to implement Resolution No.57-NQ/TW of the Politburo; a result of grasping and concretizing the guidelines of the Central Government and Plan No.252-KH/TU of the provincial Party Committee. The establishment of the Center also marks an important shift in management thinking, from managing traditional science and technology non-business activities to enabling development; taking enterprises and people as the center, and taking science and technology, innovation, and digital transformation as growth drivers.

To ensure the Center operates effectively, Chairman of the provincial People’s Committee Lê Văn Lương requested the unit to ensure the safe, smooth, and effective operation of the shared digital systems and platforms of the province; build a substantive and effective innovation ecosystem suitable to the conditions of a mountainous and border province.

At the same time, select and promote the application of core technologies and practical, easy-to-deploy, reasonably priced digital technologies in industries and fields with potential and advantages of the province. The leadership and officials of the Center need to proactively expand links and cooperation with experts, research institutes, universities, enterprises, and investment funds. The operational efficiency of the Center needs to be measured by practical results, through the number of applied and commercialized technology products; the number of successful startup models; and the satisfaction level of people and enterprises.

At the ceremony, the Decision on the establishment of the provincial Innovation Center was announced; introducing the functions, tasks, and operating mechanisms of the Center. Accordingly, the Center was established on the basis of reorganizing the Center for Science and Innovation and the Center for Technology and Digital Platforms under the Department of Science and Technology.

Within the framework of the ceremony, delegates were also introduced to some typical technology applications such as Agricultural AI and Medical AI.

Secretary of the provincial Party Committee Trần Tiến Dũng along with provincial leaders and delegates performed the ribbon-cutting ceremony to inaugurate the Center. Also, they visited the Innovation Center of Điện Biên province and booths of science and technology enterprises and potential enterprises.
