Attending the conference were Lê Văn Lương, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; Members of the Standing Board of the provincial Party Committee; leaders of the provincial People’s Committee; and leadership of provincial departments and sectors.
According to the report by the provincial People’s Committee, the Điện Biên IOC has initially established a technical foundation for monitoring, synthesizing, analyzing information, and assisting leadership and administration. The system has operated stably, progressively integrating digital platforms, information systems, databases, and surveillance cameras, thereby establishing centralized monitoring capabilities across key sectors. Server infrastructure, storage, networking, information security, and camera systems have been invested in relatively synchronously, creating a premise to expand and enhance the operational efficacy of the IOC in the next phase.
However, against increasing digital transformation requirements, the Điện Biên IOC still presents limitations that require upgrading and remediation. Under the 2026-2030 development orientation, the center will transcend merely displaying data, camera feeds, and reports to gradually become a data-driven socio-economic operational platform. The focus is to transition from a “monitoring and display center” model to a “data - analysis - forecasting - warning - decision support - outcome tracking center.” Thereby, it will enhance analytical, forecasting, and early warning capacities, providing timely and accurate information to effectively serve provincial leadership, direction, and administration.
Delivering guiding remarks at the conference, the Secretary of the provincial Party Committee requested separating the construction of the Data Center from the center, prioritizing the Data Center while concurrently executing constructible components of the center. The province must review all invested platforms and systems to evaluate efficiency, thereby establishing construction and upgrade plans tailored to practical local conditions.
In particular, the development of the center must originate from practical requirements, clearly defining how the system will operate and which problems it will solve for the province, avoiding fragmented and superficial investments. The Secretary of the provincial Party Committee also requested the science and technology sector to continue innovating mindsets and working methodologies, accelerating innovation and creativity to ensure the successful fulfillment of set goals and tasks.
