Major General Vũ Văn Đấu, Member of the Standing Board of the provincial Party Committee and Director of the provincial Police Department, chaired the conference.

Attending and directing the conference were Senior Lieutenant General Nguyễn Ngọc Lâm, Deputy Minister of Public Security; and provincial Party Secretary Trần Tiến Dũng. Also attending were members of the provincial Party Standing Committee: Lò Văn Cương, Permanent Vice Chairman of the Provincial People’s Committee; Chu Xuân Trường, Head of the provincial Party Committee’s Internal Affairs Commission, and leaders of several professional departments of the Ministry of Public Security.

In 2025, the Điện Biên provincial Police Department streamlined the apparatus according to the two-level government model, reducing 10 district police units, 77 professional teams, and 84 commune police units, while establishing 45 commune and ward police units. Over 51% of the force was deployed to the grassroots level, improving the efficiency of ensuring security and order. Implementing police work in 2025, the Điện Biên provincial Police Department made efforts to overcome all difficulties, achieving many prominent results.

Specifically, they coordinated with Northern Lao provinces to arrest 198 subjects, seizing over 2 tons of drugs, 10 tons of explosives, 27 guns, 1,500 bullets, and destroying over 22 hectares of opium poppy. Simultaneously, they dismantled a transnational fraud ring in Bokeo (Laos) with 74 subjects; clarified many complex cases; handled toxic and bad information online exceeding 214% of the target assigned by the Ministry, and neutralized 34 pages, groups, and accounts. Administrative reform and digital transformation were also promoted, with Điện Biên leading the country in electronic health records, integrating health insurance cards on VNeID, and collecting people’s opinions on important drafts.

At the conference, delegates were informed of the summary of conclusions by the Minister of Public Security at the 81st National Police Conference; and thoroughly grasped the Directive of the Standing Board of the provincial Party Committee on leading the task of ensuring security and order in 2026.

Speaking to direct the conference, provincial Party Secretary Trần Tiến Dũng, on behalf of the Standing Board of the provincial Party Committee, acknowledged, praised, and highly appreciated the efforts of all officers and soldiers of the provincial Police Department in the past time. The provincial Party Secretary requested the provincial Police Department to focus on leading, directing, concretizing, and effectively organizing the implementation of the Party’s guidelines and lines, and the State’s policies and laws on security and order. At the same time, focusing on implementing the Resolution of the Standing Board of the provincial Party Committee on strengthening the leadership of party committees at all levels regarding drug prevention, control, and fighting, striving for a drug-free province by 2030; and the Directive on leading the task of ensuring security and order in 2026.

In addition, the provincial Police Department need to strengthen grasping, analyzing, evaluating, early identifying, and forecasting the situation closely and correctly to react quickly and respond timely and effectively. They must eliminate potential complex factors, risks, and threats negatively affecting the security and order situation, and non-traditional security challenges from the grassroots level; while fighting against crime and law violations. The provincial Party Secretary also requested the provincial Police Department to absolutely protect the security and safety of key targets and political, economic, cultural, and social events taking place in the province, with the focus on the 14th National Party Congress, the election of deputies to the 16th National Assembly, and the election of People’s Council deputies at all levels for the 2026 - 2031 term.

At the conference, authorized by the State President, Senior Lieutenant General Nguyễn Ngọc Lâm, Deputy Minister of Public Security, awarded the Third-class Feat-of-Arms Order to 2 individuals; the Third-class Labor Order of the President of the Lao PDR to 2 individuals; and the Emulation Flag of the Ministry of Public Security to 8 collectives leading the “For Fatherland Security” emulation movement in 2025. Also at the conference, authorized by the Prime Minister, provincial Party Secretary Trần Tiến Dũng awarded the Prime Minister’s Certificate of Merit to 1 collective and 3 individuals.
