Developing Party members according to Hồ Chí Minh’s thought not only supplements the successive force for the Party but is also a way to build strong “roots” from the grassroots level, consolidate the people’s trust, and create momentum for Điện Biên to develop in the new period.

President Hồ Chí Minh clearly pointed out that the Party consists of Party members who organize it. All Party work is done by Party members. All Party resolutions are executed by Party members. All Party policies reach the masses through Party members. Every slogan and every plan of the Party relies on the efforts of Party members to be implemented.

Imbued with President Hồ Chí Minh’s thought, over the past years, the work of developing Party members in the province has always been paid attention to by Party committees and organizations, deployed with many synchronous solutions suitable to local realities. In particular, the selection of candidates for Party admission is carried out strictly, focusing on discovering and fostering elite masses who are youth union members, youths, village heads, reputable people, militia forces, and outstanding individuals in labor and production. Party committees do not chase after quantity but prioritize the quality of new Party members, ensuring they possess political bravery, moral qualities, a sense of responsibility, and an exemplary spirit in the community.

The Mường Nhà commune Party Committee currently has 2 affiliated party committees and 43 affiliated party cells. From July 1, 2025, to present, the commune Party Committee has admitted 15 new Party members, bringing the total number of Party members in the entire Party Committee to 703 comrades. The contingent of Party members is increasingly improving in political qualities, qualifications, capacity, and sense of responsibility, promoting their role as the leadership nucleus at the grassroots level.

Lò Minh Hải, Permanent Deputy Secretary of the Mường Nhà commune Party Committee, said that identifying the development of Party members as a key task in Party building, the commune Party Committee has recently focused on improving the quality of Party members right from the selection and fostering stages. This ensures that new Party members not only meet political standards but also promote their pioneering and exemplary roles at the grassroots level. Practice has shown that when the contingent of Party members is consolidated in both quantity and quality, it contributes to enhancing the leadership capacity of Party organizations, creating consensus among the people, and effectively promoting emulation movements.

In Si Pa Phìn commune, the development of Party members among village heads has always been a focus of the Commune Party Committee to enhance the leadership role right from the grassroots level. To date, 12 out of 20 village heads in the entire commune are Party members. This is the core force contributing to bringing the Party’s guidelines and the State’s legal policies closer to the people.

Bùi Thu Hằng, Secretary of the Si Pa Phìn commune Party Committee, stated that the commune Party Committee identifies developing Party members among village heads as an important task to strengthen the Party’s leadership role right from the grassroots level. When a village head is a Party member, it is more convenient to disseminate and mobilize the people to implement the Party’s guidelines and the State’s legal policies, while effectively promoting the role of setting an example, maintaining solidarity, and boosting emulation movements for local socio-economic development.

Steadfast in the basic principles of Marxism-Leninism and studying and following Uncle Hồ’s teachings, in recent years, under the leadership of the Party, the work of building the contingent of Party members in the province has achieved tremendous results. The contingent of Party members always upholds a sense of responsibility; is conscious of forging political bravery, moral qualities, and lifestyles; practices self-criticism and criticism; pioneers and sets examples in performing tasks; and builds a close relationship with the masses.

Implementing Resolution No.07-NQ/TU of the provincial Party Executive Committee on “Enhancing the leadership capacity and combat strength of grassroots Party organizations, contributing to consolidating the grassroots political system in the 2026 - 2030 period,” Điện Biên province sets an average goal of admitting 4% or more Party members annually (from 2,000 Party members upwards) based on the total number of Party members of the provincial Party organization at the beginning of the year.

To achieve the above goal, the province has set out key and focused solutions. These include promoting and improving the quality of Party admission, ensuring quantity, quality, and structure. Furthermore, the province aims to promote the role of the grassroots political system in discovering, fostering, and creating sources of new Party members, especially in ethnic minority, religious, and remote areas, as well as developing Party members among intellectuals, armed forces, students, and management cadres in enterprises.

Specific tasks are assigned to Party members, creating motivation for them to forge their political bravery, protect the Party’s ideological foundation, and struggle to refute wrong and hostile views. There is an emphasis on enhancing self-awareness in cultivation, “self-reflection,” and “self-correction,” elevating the honor of a Party member. The province also focuses on effectively implementing the models of “4-Good Party Cell” and “4-Good Grassroots Party Committee.”

It is required to strictly implement Directive No.50-CT/TW, dated July 23, 2025, of the Party Central Committee Secretariat on continuing to innovate and improve the quality of Party cell activities in the new period in a focused and practical direction. Authorities must comply with and correctly implement regulations on standards, processes, and procedures for Party admission, while organizing strict verification and investigation of the backgrounds of applicants. Moreover, they must develop annual Party member development plans, assigning party committee members to directly direct and urge party organizations to carry out the work of sourcing and developing Party members.

The work of developing Party members in the province over the past time has achieved many outstanding results, demonstrating the high political determination and sense of responsibility of the entire Party Organization in building a strong Party from the grassroots level. Every newly admitted Party member has contributed to consolidating the grassroots political system, developing the socio-economy, and ensuring national defense and security.
