In Điện Biên, the westernmost land of the Fatherland, the trust and expectations of cadres, party members, and ethnic people in the province are being strongly forged, bringing the voice of Điện Biên to contribute to the overall success of the Congress.
Listening and bringing the people’s voice to the Congress
Sharing about expectations on the eve of the 14th Congress of the Party, deputy Lò Thị Luyến, Deputy Head in charge of the provincial National Assembly Delegation, emphasized that what the people long for most is that the Congress continues to set out major, breakthrough guidelines that are close to reality, especially for mountainous and border provinces with many difficulties like Điện Biên. That is developing infrastructure, improving the lives of ethnic minorities, ensuring national defense - security, and maintaining national border sovereignty.
As a representative of the will and aspirations of voters in Điện Biên province, at the 10th session of the National Assembly, when participating in discussing draft documents submitted to the National Party Congress, deputy Lò Thị Luyến spoke and analyzed the grassroots reality regarding difficulties in ethnic minority areas of Điện Biên. The deputy requested the Party Central Committee to continue paying attention to socio-economic development, implementing sustainable poverty reduction policies, building the political system at the grassroots level, and ensuring national defense and security in the Northwest region. These opinions all stem from the enthusiasm and responsibility of the deputy working locally with the desire to provide information from reality and aspirations of ethnic people in Điện Biên province to the Congress so that the Congress has a more comprehensive view and profound practical analysis. So that when the Party’s guidelines are promulgated, they will be suitable for the local reality.
From another perspective, Venerable Thích Đức Thiện, Vice President and General Secretary of the Executive Council of the Vietnam Buddhist Sangha, Head of the Executive Board of the Vietnam Buddhist Sangha in Điện Biên province, and National Assembly deputy of Điện Biên province, said that voters expect correct guidelines and desire that the implementation organization must be drastic, effective, and subject to inspection and supervision. The 14th Congress needs to continue to more clearly affirm the responsibilities of all levels and sectors in bringing Resolutions into life.
Venerable Thích Đức Thiện stated that the contributions of the National Assembly Delegation of Điện Biên province at the National Assembly forum all stem from the reality of life and the summarized thoughts and aspirations of voters and ethnic people of Điện Biên province. Contributing to the Party Congress documents, the Điện Biên National Assembly Delegation paid special attention to and highly appreciated the viewpoint and theoretical foundation on great unity ideology and national morality in the content of the documents, especially in the draft Political Report presented at the 14th Congress. Venerable Thích Đức Thiện expects the Congress to issue breakthrough decisions with a long-term strategic vision and high feasibility to bring the country into an era of rising for prosperous development to realize the aspiration for a mighty Vietnam by 2045.
Maintaining the border creates a foundation for sustainable development
For Điện Biên, a border province with a particularly important strategic position, ensuring national defense - security is always the top task, creating a foundation for sustainable socio-economic development. In the general spirit looking towards the 14th Congress of the Party, the armed forces of Điện Biên province are even more aware of their responsibilities.
Senior Colonel Trịnh Đức Thiêm, Member of the Standing Board of the provincial Party Committee, Commander of the provincial Military Command, affirmed that the people’s trust in the Party is built from peace at the border, from the all-people national defense posture associated with a solid people’s security posture. The 14th Congress is an occasion for our Party to continue affirming the viewpoint of economic development associated with consolidating national defense and firmly protecting territorial sovereignty. Senior Colonel Trịnh Đức Thiêm added that the greatest desire of officers, soldiers, and people in the border region in this Congress is for the Party to continue paying attention to investing in the border area and improving people’s lives with specific policies, thereby creating a solid frontier barrier right from the grassroots level.
Change from major decisions
In the border commune of Mường Nhà, where natural conditions are still difficult, infrastructure is lacking and weak, and the poverty rate accounts for nearly 12%.
On the eve of the 14th National Congress of the Party, Đặng Văn Tuấn, Chairman of the People’s Committee of Mường Nhà commune, shared his concerns that people want more convenient traffic roads, sustainable livelihoods, and full education for their children. The Party Committee, authorities, and ethnic people desire that the 14th National Congress will continue to have strong decisions to shorten the development gap between border areas and other regions.
Continuing to pay attention to remote and border areas
In the days approaching the Congress, in Sín Thầu commune, home to the Hà Nhì ethnic group, Pờ Dần Xinh, a reputable person in the community, expressed unwavering faith in the Party’s leadership.
He confided that in recent years, the Hà Nhì people have always believed in and followed the Party to unite in economic development and build a stable, cooperative, and developed border with the two neighboring countries of Laos and China. He wishes that this Congress will continue to pay attention to ethnic minority areas, remote areas, and border areas to help people have a more prosperous life, together preserving cultural identity and building “living milestones” in protecting national territorial sovereignty integrity.
