Local party committees, authorities, the Vietnam Fatherland Front, and political-social organizations in the province have focused on innovating mobilization methods and stepping up dissemination. They have intensified dialogue, listening to and promptly resolving legitimate public petitions and aspirations right from the grassroots-level. Thereby, they create consensus and promote the people’s role in executing the Party’s guidelines and the State’s policies and laws - contributing to boosting socio-economic development, building new rural areas, maintaining national defense and security, and consolidating the great national unity block.
One of the clearest proofs of mass mobilization efficiency in Điện Biên is the deployment of the policy on planting new coffee and macadamia trees. Cadres and party members across localities regularly visit the grassroots-level to conduct dissemination, mobilize, and analyze the economic benefits of crop structure transformation. Concurrently, they offer technical guidance, support seed sourcing, and promptly resolve public concerns. Consequently, many households have boldly converted inefficient crop acreage to coffee and macadamia. In 2026, Điện Biên province set a target to plant 12,000 ha of new coffee and macadamia. To date, total registration acreage by residents has exceeded 17,600 ha, far surpassing the plan and demonstrating that the policy has received strong consensus and active response from the public.
In Sính Phình commune, local authorities registered to plant over 70 ha of new coffee this year - nearly four times the assigned target - and have sown seeds across more than 60 ha. The family of Cứ A Dè in Vàng Chua village, after planting over 5,000 of coffee in 2025 with good results, continued converting an additional 1 ha of low-efficiency rice and corn fields to coffee this season. With local cadres regularly providing technical guidance, seed support, and partnership throughout the transition, he feels increasingly reassured in developing the model, expecting elevated income from coffee trees.
In Búng Lao commune, the family of Đỗ Quang Sự in Quyết Tiến village stands as a prominent example in economic development. Guided by local dissemination, mobilization, and production orientation, Sự boldly developed nearly 4 ha of off-season green squash and sticky corn combined with aquaculture, generating an annual income ranging from VND 250 million to 300 million.
Đỗ Quang Sự shared: “After over 5 years of switching to off-season green squash, my family’s economy has increasingly flourished. Productivity reaches around 70 tons/ha; with good care, it can reach 100-120 tons, with quite favorable market outlets. From the model’s effectiveness, I also share production experience, prompting many households to boldly convert and expand green squash acreage.”
Beside economic development, the “Skillful Mass Mobilization” movement has driven strong shifts in building new rural areas. From 2023 to date, residents province-wide have contributed over 220,000 working days, more than VND 2 billion, and donated over 65,000 of land to build infrastructure works.
Consequently, nearly 75 km of transport roads were newly built or repaired; approximately 500 km of canals were reinforced, alongside numerous bridge and drainage culvert projects built or dredged. Following the implementation of the two-tier local government model, 3 out of 42 communes across the province met conditions for recognition as meeting new rural standards.
Practical experience demonstrates that wherever mass mobilization work is executed well, consensus is forged, public strength is unlocked, and resources are effectively mobilized for development. Enhancing dialogue and implementing grassroots-level democracy regulations have contributed to promptly resolving legitimate public petitions, consolidating public trust in party committees and authorities. This also serves as a vital foundation for Điện Biên to maintain an average GRDP growth rate exceeding 8.7%/year during the 2020-2025 period, lower the poverty rate by an average of nearly 4%/year, and achieve an estimated per capita GRDP of VND 54 million.
Nguyễn Ngọc Sơn, Deputy Head of the Commission for Dissemination, Education, and Mass Mobilization of the provincial Party Committee, stated: “In the coming time, the province will continue innovating mass mobilization methods toward practical efficiency, increasing contact and dialogue with the people, promptly resolving grassroots-level difficulties, and accelerating digital technology applications in mass mobilization work.”
Reality in Điện Biên affirms that mass mobilization efficiency is proven through concrete socio-economic results and public consensus. When guidelines are sound and cadres stay close to the grassroots-level, the people’s strength will be effectively awakened. This stands as the core driving force for the province to continue successfully fulfilling set targets.
