The 13th National Party Congress (January 2021) set forth strategic thinking, vision and decisions aimed at national development through 2030, with a long term outlook to 2045, building a prosperous Vietnam in a new era and steadily advancing toward socialism.

After five years of implementing the Resolution of the 13th Congress, despite early challenges in the term, the country has achieved important, comprehensive and breakthrough results, with many bright spots that have created momentum for rapid growth in the next phase. Notably, toward the end of the term, a series of strategic, transformative decisions were issued and implemented decisively, in a coordinated and highly effective manner.

Following a period of rollout, the political system streamlining reform has proven to be well conceived, well targeted and people centered, delivering better public services. The two-tier local government apparatus has operated smoothly and stably, ensuring a lean, effective and efficient administration close to the people. National independence, sovereignty, unity and territorial integrity have been firmly safeguarded; the economy has maintained solid growth; political and social stability, national defense and security, and public order have been ensured; and people’s material and spiritual lives have continued to improve. External relations and international integration have expanded and deepened. These achievements attest to the soundness and comprehensiveness of the path charted by the 13th National Party Congress for the country’s revolutionary cause.

In step with nationwide progress, Điện Biên - an heroic, steadfast land rich in revolutionary traditions - has worked to overcome difficulties and effectively implement the Resolution of the 13th Congress in tandem with the Resolution of the 14th provincial Party Congress.

With strong political resolve and concerted action across the political system, Điện Biên has recorded notable gains across fields in the past term. Party building and rectification, along with strengthening the political system, have been carried out regularly and comprehensively, marked by consistent leadership, decisive action and effective methods. Public trust among ethnic communities in the Party’s leadership has been further consolidated.

The Điện Biên provincial Party Committee has focused on leading and directing the implementation of three strategic breakthroughs and eight key tasks, translated into practical resolutions and programs aligned with local realities. Urban infrastructure has been modernized in a synchronized manner, transport connectivity improved, and living standards steadily enhanced.

With the care and support of the Party and the State, inter-level schools are being built in border communes, creating conditions for children of ethnic minority communities to study and live in modern, well equipped environments. These efforts help narrow the gap with lowland areas and kindle dreams and brighter futures for students in the nation’s frontier. Party committees and authorities at all levels have acted proactively and flexibly, achieving important results across sectors. Cadres and Party members have demonstrated a strong sense of responsibility, while people of all ethnic groups have united to overcome difficulties, harnessing collective strength to fulfill assigned political objectives.

Practice has reaffirmed that the Party’s consistent leadership is the cornerstone of stability and national guidance. The 14th National Party Congress is a pivotal gathering, bridging stability and renewal, both inheriting past achievements and opening new breakthroughs, reflecting the nation’s robust internal strength and the people’s absolute trust in the ruling Party’s line.

Reflecting unity of will and broad consensus throughout the Party and society from the grassroots, the success of the 15th provincial Party Congress (2025-2030) provides vital spiritual impetus for the Party organization, authorities and people of Điện Biên as they look to the 14th National Party Congress with deep confidence and high expectations.

For the people of Điện Biên, the 14th National Party Congress is not only a major national political event but also a source of hope for major policies tailored to ethnic minority, mountainous and border areas like the province. That confidence is amplified by positive changes in this historic homeland, by the solidarity of 19 brotherly ethnic groups, and by the determination of the entire political system to turn development goals into reality.

People expect the Party to continue prioritizing investment in infrastructure, improving the quality of education and healthcare, creating sustainable livelihoods, and narrowing development gaps between regions.
